Sir Charles Prestwood Lucas, who has boon an Assistant Under-Secretary of State for the Colonies for upwards of 141) years, has retired from the services ut the Colonial Oleo, which thus sen the senior and probably the best known mem“. ber of its staff
The distinotion which fell to Sir Charles Luess began early to his career, says tho Time: He was a scholar of Winchester and resched the top of the school at an unusually early age. At Oxford he won a Brat-class both in Blods" and in "Groats" and the Chancellor's Prize for, the Latin Eway. He entered the Colonial Office by competitive examination in 1877, and has since filled in turn almost every post in it which is open to a successful Civil morrent. As a junior he was appointed private secretary at different periods to Lord "Granville" and to Sh-Robert Flerbart, and.. at an early stage buɑanio chairman of the Information newly-croated Emigrants' Offico. In 1897 be reached the rank of "Assistant-Under-Secretary, which bo relio qaithed on Saturday. He was created C.B. in 1901 and K,C 3LG; six years later. Much of the work of a public survent howerer smirent, is noodsaily hidden from the outside world, and Sir Charles Lucas is probably still known to the largest circle as aathor of a entumble series of short- historical geographies of the British Colonica. The writing and revision of these volumes occupied much of his leisure down to the time, four years ago, when he was called upon to undertako a "tak" which gave him little room for additional energy. One of the results of the Imperial Conletence of 1907 was the reorganization of the Colonial Office in a way" as to divide the business of the Dominions from that of the Crown Colonies., Sir Charles Lus. who had previously been concerned mainly with the West Indian Colonies became the first head of the Dominians branch and in this capacity undertook the exhaustivo tour of Australia and New Zea land which formed the subject of the first report on the proceedings of the now de particept. It was a new departure in the history of the OfBee that all of the hoade of it should undertake such a tour, and it
is safe to say that future visitors will owe much to the tact and enthusiasm with which Sir Charles discharged a memorable mission. That he never reached the high est place in the Colonial Office was pozbapa duo more than anything else to the malcety and reluctance to assert himself which always distinguishou hig. Noter- theless bir retirement with be widely re- gretted, not only in the Colonial Office Ithel, but by a host of friends in distant parts of the Empire. ·
