Dr James Schouler, the eminent American historian, declared that the United States policy of Imperialism has been a failure He urged his country to withdraw from the Philippines, so that it may devote itself to "that more preasing and peculiar tank to which duty and destiny hare wisely and deliberately committed as open our own western hemisphers." -There is difference of opinion as whether the Philippinces ought to be abandoned, and Imperialism exchanged for -Can- tinontalium; or whether the Philippines should be retained and the policy of Im prialism linked with the policy of Con tinentalism.
