Among the many things to which the new Canton Viceroy has been giving his attedition is the condition of local schools and colleges. Apparently he is not antisfied with the present condition of education sind especially in the more elementary schools. This scents to bear out what has been mid in some of the more outspoken of the local papers, which have declared more than once that the present condition of ele ́mentary: udacation is anything but what it ought to be, and that Eso teachers are quite incompetent to undertake the duties that they have sasumed, and for which they recoire government salaries. His Excellency has sent forth an edict dealing with the advantages of education, in which appear the usual statements familiar enough | to those who peruse these documents. In regard to the action of the overal Governments of the nations, there is no matter to which they doyote more attention "Abd care them to the development of eductation. -There is a complaint about the in- efficiency of the olementary schools, and niso a statement that some of them hare bien closed. H. E. has issued sevärd directions for the strengthening of the forces that are available for the imprave- ment of these schools, and he indicates that ho will presently make a tour of inspection and visit them all; he will iuspect the booka nad taka Ulo trouble to look into many things that will be brought to his notice. For geamplo, be bna ordered that there be lists of the scholars' names prepared, that when he shall inspect the schools he may suonit a glinse what boya are in the school and how they have been attending. This promise, or threat, to vinitall the schools will stir up the masters, and force them to take overy care that the lists be correctly propared.
