The first year of the new Territorial Army ended on 31st March, and although official figures are not available, there have of late bean daily reports in the newspapers of the progress of the recruiting, and s fairly close estimate can be made of its actual strength. The boom in Scotland. started much later than in England;'in tho` cities it has not lasted more 'then a month, and it has not yet reached-some of | the outlying districts. On the 95th February, the last date for which wo have an official return, there was shortage of 15,066, man in Scotland'; the percentage of strength in the, Highlands being 723, and, in the Loader lands 70.5 The Lowlands, indeed, were at the bottom of the list for the whole! country, their unfavourable position being commented upon by Mr Baldane in the House of Commons. That deficiency has now been greatly reduced, and is balinved it cannot be more than 4000. The shortage is greatest in the ranks of the infantry. The establishment of the artillery, yeo- mauty, and engineers is either complete, or so near completion that the officers wil accept none but select men, and advise all others to join the foot battalions.

A healthy rivalry existed between Edin burgh and Glasgow, and the Western city is pluming itself on haring got the largest percentage,-Glasgow is about 258 men below establishment, and Edinburgh re quires close on 500. The comparison, however, is scarcely fair to the Capital: it ha to contribute 6,000 men, and Glasgow with three times the population, only 10,000.
