LONDON, December 23. A Bulgarian Note to the Powers coraplains of the offensive tone of a passage in the Sultan's speech, at the opening of the Turkish Parliament, referring to Bulgaria. It is feared that the remarks will lead to farther tension in Turco-Bulgarian relations.
