The fundamental principal of this system of commercial policy lay in the connection which was foli to exist between trade and industry. Trade it was said stimulated by providing a new market for its produce and with ships at hand narkots were connected. These items of commercial policy dominated the whole of British legislation for shipping from the beginning of the revertsent. century till after the Napoleonic wars.
