THE VICEROY OF CANTON AND THE GOVERNMENT.

It is said that the Emperor of Chins ere ho paused way left a document indicating bis wishes in regard to the future govern- zen of China His prayer was that there should be a Council of twelva men, whom PrinceChun should consult cre taking any final cours. To this Council he suggest ed that Viceroy Town, of the Two Kiang, be called and also Viceroy Chang of the Two Kwangs. The consequence of the E- peror's dying legacy is that frequent secret. tolograms are passing between Poking and the Canton Viceroy, and 'jb in xtated that presently he will leave Canton and proceed to the capital. This will perhaps explain why ke sent two subordinates, cm whom he ould rely, to Peking to watch the trend of political events. These men were to report to him direct.

It is reported, further, that the womning ceromonios have taken such a hold upon the Viceroy that he has been taken ill and is unable to see his subordinates. In appears to have taken a sincere part in the noremonies, and it is said that his grief is mal and his tears gemaine. At any rate all serious matters must now he placed i ofere him by his own private secretary, who in barn will pass or the great man's decisions to the parties interested.
