CONTRACTOR LOSES $2,500.

Should He Be Protected?

At the meeting of the Sanitary Board this afternoon, a slaughtering contructor applied for permission to establish a tem porary slaughter horse at Shamshuipe, stating that there had been 40 head of arine Icas daily since the slaughter house had been removed from Mautaukok, and that some holders wont their swine to Shamshnipo and so avoided paying fees. If his request was refused he dare not com mence his contract, and was willing to forfeit his dopusit of $250, as he had already lost $2,500.

Hon. Mr Howett minated-The con- tractor should certainly be protected.

Mr Sholton Hoopor-What is the depart- wental order referred to? I think the contractor should be protected.

Hon. Mr W. Chatham A road is nearing completion.now which materially reduces the distanco between the slaughter Bouse and Shamshuipo district. Other roads will follow which will imprUVO POM-

aiderably less than from the Kennedy Town

· slaughter house to the Wanchai market,

Tao Hon Mr E, A, Irving, Registrar- General, minuteč:How many prosecutions will there be daily? Soveral hundreds I imagine. The citen work thrown on the police and Courts will ho considerable. Has this been sufficiently considered. In spite of notices the emigrants (strangers to Hongkong and ignorant of the law) offend daily in this office. A constable should be stationed here. He will got plenty of

Mr Lan Cha Pak :--Some notices were i put up in my office and spittoons provided,

I have had no occasion to complain. If the

samo stops were taken everywhere, there

would be no necessity for these bye-laws.
