The Press Act cannot be said to be a to honest journalism, whose mission is not to purvey sedition or incila to violence. It deals only with journals which have made it a point to propagate violent doctrines. No one can say that the offending journals are few or that their induenca is small. Even if it were se, their existence cannot be justified. One singular feature of the recent Fress prosecutions has been that criticism on them is not taker the direction of just- ification of the incriminating articles, but of condemnation of the severity of the sunt- tences awaried in each case. I have care- Fally read the Calentta native papers, and while a certain section objects to the] severity of the sentences, the other wel comes it, as it spreads what is called' "Nationalism" the "New Movement." But if repetition of the offence. is a fes- ture of Bengali journalism, even its sym- pathisers will fall off. India will not be the worse off for the discontinuance of dis- reputalde rags of nowspapers. Indeed, she would be hatter for their ending. A higher tone would be given to public; life, and public virtues would be better fostered. There are no doubt honourable exceptions. But they do not, and cannot, comé under the new Act. What is more Assuring is that Lord Morley has directed the Government of India to report all proceedings under the new Act, which he undertakes to place before Parliament. There is the guarantee for the forec light of Parliamentary criticism being throwa upon all prosecutions under the new Act. and I dare say, that it will be a sufficient deterrent to the Government of India taking undue action.
