THE ANTI-OPIUM CAMPAIGN.
An Indian View
The decision of the Triperial Government to close the opium dana in Hongkong appears to have caused considerable alarm and indignation among the traders who have a monopoly of the male of the drug in Unt Island. They claim asya the 4' Bertes man" that they have nearly two years of their emplast still to xan and that, if a change is made which will destroy two thirds of their business, they are entitled
to compensation. The Colonial Secre- tary has it seems conferred with these Bcadsees with a view to ascer taing what loss they will suffor. He is
question of compensation, but his inquiries reported to have been silent on the
could scarcely havo had any other object
is that of discovering how much the Government might be called upon to pay. The contrast between the effects of the LACQUEZ-suppression of opium in Hongkong and in India is striking and characteristic of the treatment which this country almost in
Catalogues issued on Thursday, the 28th variably reeves. The opiam sent from May, 1908..

India to Hongkong is worthi amat six erores of rupees a year. To what extent. it is intended for consumption in the island we do not know, but it is certain that a considerable amount is exported: for that purpose and that the closing of the opium dens means the feas of a substantial source of revenue to "India. The Indian Government has agreed to reduce the exportation of opium by 5,109 chests in 1909 and by a like amount in 1010. Taking the avenge price obtained Ar opium to Le Rs. 1,300 per chost, it will lie soon that India is called upon to sacrifice 62 tabbs of rupees in each of the next two years. When we remember that 30 lakhs a year is the amount which the Government are able to devoto, to the object. of improving the sanitation of the whole of Indin the snorifica which the philanthropio zeal of the critics of the opium traffic in England imposes upon the Indian people can be in some measure realised. But there is no talk of compensating the Government of India or even those cultivators who are now compelled to fad another erop for their lands. This is an aspect of the great teform advocated by the Anti-Opium Society which deserves for more attention than it has yet received; and, until justice. is done to India, the agitators cannot cscape the impatation of having rande & grest display of virtue at the expense uf Fitted with Lavatory, Pantry and a Task other people, Assuredly, if any com capable of aturing CTena Water.
pensation is paid to the opium mono- polists of Hongkong, then. iaitness India should received payment which will it best diminish the incon- vevienos vcccasioned by the shulition u sus of the chief heads of revenge. We may add that it heboyes Lord Morlog to adopt every precaution against being hood- winked by the Chinese Government in this matter. Tay he admitted that they have given truly surprising indications of
opiam, and as long as they maintain this altitude they will receive, sympathy even in India. But it difficult to believe that so inveterate a habit as opin smoking | can be stamped out, mireh more that it can be suppressed in ten years, and acapticism will remain until independent; investigators are able to report that poppy felde no longer exist in China. It is impossible to rely
upon thu. Assurances of the Chinese Government. The extent to which the cultivation of the poppy is being restricted in the Citiese
perienced British agonta, and thair-in- quiries should be made preparatory to discussing the question of a further ro- duction of Indian exportation after 1910, It would be the height of faddist folly to doprive India of a profitable crop merely to increase the sale of the Chinese variety of opium. Mr Roosrol, it will be seen, is anxious that there should be an International Commission to in- vestigate the opium trafic in the Far East, and Sir Edward Grey, has welcomed the proposal, subject to the condition that the
