as proof of the people's capacity to hear the fiscal burlens imposed on them, · Cer- tainly there could be no better practical eritorion, for if no difficulty is experienced in collecting dues it may fairly bo in ferred that no special difficulty is felt in paying them. Our contemporarý quotes: figures showing the returns of the unke tax the business tax, and the land tax for the first term of the current year. These igures indicate that quite unprecedented cility was felt by the collectors, and that the people were not at all embarrassed by the weight of the taxes. The "Kokamin " does not positively say that the Governmoot intends to make theso Sgures a basis for a financial policy, int it hints very plainly that such is the case. The "Jiji Shimpo's" contribution to this discussion in a cartoon, the central figure of which is a huge skeleton armed with a scythe and having both his hands extended. Into its right |haul Marquis Suámjá is delivering a bag labelled, "prisoners' maintenance ex- penses," and in its left hand Prince Yamagata is placing a bag labellal, “in- creased taxation." The "Nichi Nichi Shimbun," writing on this subject, bu lieves that the discussion now going on in the Councils of State point to ma'] intention not to increase taxes from 1900 by more than 30 million yen.
