A Russian oxchange states that the
Ministry of Foreign Affaire is nowa lays engaged in negotiations with the Tokyo cabinet in connection with tho aflair of Tifontsi, a Russian subject of Chinese origin. The Russian Government recognizes that the Japanese lavo been guilty of an infringement of internationt law in the fact of confiscation of Tifontai's pro- perty, which consisted of warehouses and shops in Kwantung peninsula. On con- chision of the war thefapunese, in default, pronounced Tifontai a spy and sentenced him to death and confiscated his property, valued at two and a half million roubles. This judgment by default is regarded as Hlegal (says the "Japan Advertiser") and, as our contemporary is informed, it has been incided at the Foreign Ministry to encryoti vally oppose the continuation of the property
