the credit system. It does not matter what the conditions of payment are.

The result is that the Chinese, who have a powerful influence over the trade, are held responsible, and subjected to many restric- Elous. For instance, they are allowed to travel only if they are provided with passes. They are not even admitted into srane campongs; and in other cases, if they are on a visit to a friend's house, they must rétin honte to sleep. They cannot dwall where they would, wish to to'; some) parts of the town are closed to them.

The obvious outcome of these restric tions is the handicapping of the trace of the Columny, for there is no doubt that the Chinese, of whom there are some 300,000 in Javu, ore the most affluegit of any people there. They leave all the retailárad, i in their hands, and, therefore, it is a coma- mon waying, they should be allowed to go wherever they like in the Colony. In Sourabaya. the Chinese live well; they are exceedingly wealthy, having the must handsome virringos, and living in houses much lager, and in every way better than the Europeans. In short, the Chinese aru the informediaries Fetween the European merchants and the Javanese; hence the big profits they contind. Thoy are, however, not the supe class of Chinese, generally speaking, blast is in Singapore; nearly all of them are the offsprings- of | mixed parentage-Chinese and Javanese -- and they do not dress in Celestial fushion. PAULATINA WESTERNERs,

Most of them sic quotteless, wear black | moustaches and adorn themselves in Een- pean clothes. They have not the slightest intention of going to Chinn. But on the other hand, the European las no other wish tima to leave the country as soon as | be has saved sufficient monny with which to do so. Yet, nagd I remark, the fortunes | of Europeans do not accumulate as quickly
