PENANG'S TROUBLES.
Wants a Lieut-Governor,
The refusal of Lord Elgin, Secretary of. States for the Culonies, to accode to the request of the Peaung Association for the appointment of Lieutenant-Governor for the Northern Settlement has been published.
The Penang Association Imus rosaived to make a further petition to the Secretary of State, and to explain afresh the grounds upon which its claims are based,
Commenting upes Lord Elgin's despatch, the Stralis Echo points out that His Excel- loncy Sir John Anderson is exactly-like an outside official, so far, as Penang unit its, interests are codestned.
The Penang Gozle remarks that Lord Elgin has evidently been influenced by the Governor's despatch, which is not publish ed. There is no more community of interests botwean Singapore and Pensing than there is between Dayer and South- ampton, owing to the proximity of England.
Both newspapers urge a further appeal to the Secretary of State, and the putting of the case in stronger terms and more explicitly,
INFERNAL CAVIARE,
Early on March 7-the Prefect of Paris Police received a letter froin M. Potowski, director of the Polish Mission here, begging him to send inmediately for an interval machine which had been sent to the mission by post. M. Potowski added that he had received many throatening letters lately.
Fivo minutes after the first letter came another imploring the prefect to be quick, and two more fellowed in rapid succession, M. Potowski said, that immediately after his aint and warned all the other occupants receiving the informal machine he had left
of the house to leave as well.
The mecial waggon from the municipar sent for the infernal laboratory was
