JOHN CAKEY & SONS, LAKYED,

It is not the Yamen, however, that sttračią attention so much as the Viceroy in it. Yuan could

onll never be taken for any-.. thing but a ling among men.

Toen is still young-barely fifty, So far back as thirteen years ago his was prominent in the ranks of Chinese diplomats. He was in charge of Chiness Interests in Korea before the outbreak of the war with Japan, and played a great part in the negotiations.“ But for that experience he might have continued as an official of the old type. But he emerged from these days of defest and disaster with one lesson barned into his brain. He realised that China could never hope to hold her own until she had soquired the knowledge of the West.

Immediately after his return to China he began to apply his knowledge. A

forca of modem trained soldiers had .

gathered together at Hsi-cheng. Yuan, although he had no military experience, was made general.

He proved to be a born-commander. He was honest, and be demanded homosty in his subordinates. The regulation in the new Chinese military, onde that generala are expected not to steal" was unnecessary for him. He employed foreign instructora

| freely. He himself laboured almost day snd night, and he worked his soldiers as men had never been worked before under Chinese discipline. Soon the little army became famous as a resily efficient, force, | the only one in Chins.

Many stories aro told of Yaan at this time. All agree that he was the storest disciplinarian, For come thus there was only one punishment in his army-death, and that was ruthlessly applied, " A soldier once failed to saluto au English visitor. Toan took the man's number sent for hla officer, and ordered his instant deospits- tion. The Englishman remonstrated. It is absurd to eas a'man'a bead off because be forgot tosilate me," be protested. Yuan was polite but firm. “I know how to manage my own people," he replied. "You must leave me to deal with them in my o eni !

The little forco was renamed the "Now Impacial Army," and its numbers were. |increzsed until there were 8,000 men. Then came one of the great crises in Youn'a life. The young Emperor of China had been experimenting with roform at Pekirg sud hid prepared a series of edicts, which were to make China anew in si month. He sent for Yuan, and in private conference ordered him to reculo one of the leaders of the anti-reform party, sad to bring h troop Lo Peking and remove the Dowager Empress from the palace,

The statesman whom Yuan bad to execută was his old patron. Yuan went to him, told him of his orders, and announced that he would rotor next day to put them into execution. Bis moaning was obvious. That night the statesman hurried up to Peking and saw the Dowager Empress Within a few hours the Dowager Express was in supreme control had the young Emperor a prisoner.
