What would be useful in Russia present is a bunch of astute English election agents. The Government have no candidates-nothing, indeed, but stern force and promises, The people are doubtful about the fulfilment of the promisos.
While the military force of the Govern ment-despite the frequent matinies among the soldiery-is tremendous, the advocates of revolution are at sizes and Asvens with one anorber, though it is the Social Democrats who pull struke oar.
