Whether the administration of the Banitary and Building Regulations auseted by the Public Hesith and Buildings Ordinance, 1903, as ON carried out is satisfactory, and it not, what improvements can be made. Whether any irregularity nr carrap- tion existe or has existed among the officials charged with the administra- tion of the aforesaid Regulation. The Commission earnestly inrice the inhabitants of Hongkong and Kowloon to 198.co-operate with then by forwarding any complaint they may have to make or sug- gestion to offer in connection with the quatters aforesaid to the Undersigned.
