EVOLUTION OF A NATIONAL COMMERCE-
Little is said about the military move- inent. But the industrial advance is inado to the beating of drums.
In this evolution the State has taken a leading part. Tho Japanese are not a- commercial people, and their character does not readily lend itealf to systematic industry. They lack the supreme qualities that make great merchauta. The makers of now Japan deliberately not about croat. ing a now class of traders. The Imperial Family gave ite patronage to conimerce, evon the Crown Prince becoming asocisted. with the Standard Oil Trust, and the sons of nobles studied in the workshope of the West. The State took over several great- industries and monopolised them. Other highways of commerce--notably banking and shipping-are now largely State-con-- troiled. Tarifs are constsotly readjusteŭ so as to foster bome trade. Wherever pos- sible, the Govertiment buys from tome manufacturers, even at higher prices than from abroad. The word has gone farth that every Japanese is to prove his loyalty
