A Proposed Recasting of Titles.
A Nanking dispatch states that 11. E. Viesroy Chou Fa has lately received a circular dispatch, iarued by the Council of State Affaire, in Peking, to all the Viceroys, Tartar Generals nad Governors of the Empire, asking their several opinions as to s proposed roasting of official ruiks end riries and limit of authority.
