THE EVACUATION OF MÀNOHURIA
On the lat instant (Jiji Shimpo's tole- grams) the Japanese Chargé d'Affaires in Péking proceeded to the Waiwupu and informed Mr Tang Shaoi that the "process of evacuation indicated in the Fukushima. Ornovaky Convention had been carried out by the Japanese forces as far as the line from Fakuman on the west through Tiehling to Fushun. It was therefore competent for China to send troops for the protection of the regions northward of that line within the limits of Japan's previous occupation, Lut in such as Japanese soldiers would be found guarding the railway, it was to be desired that the Chinese troops should

Mr Tang is said to have expressed much satisfaction on behalf of his country with; regard to the bourse Japan is pursuing. Europeans Complain.
There have recently been a great number of complaints from residents regarding the behaviour of chair and ricksha coolies. Usually, however, the people who complain are not anxious to prosecute but wish to avoid the time and trouble necessitated by doing so. To-day was an exception, however,

Mr P. W. Goldring prosecuted a ricksha coolie from Kowloon on three charges (1)
furious driving, (2) driving his vehicle negligently whereby damage was caused to complainant's ricksha, and (3) passing on the wrong side of the road.
Mr Goldring stated that he was in his private rickaha going along Gar- den Road, Kowloon, when the defendant, with his vehicle, suddenly rushed across the rond on the wrong side and col-ided with his rickeha, knocking it into the gutter and almost throwing him out, and breaking

Chang Chou, the chief adviser of the Board of Commerce, has suggested the establishment of Chamber of Merchant Ships in the Board of Commerce, and espe THIO obntract cially pointed out the necessity of o Lpg for likin on Merchant ships in tha Kiangau Province. He declares that the likin officials are generally prevented from putting hands on ships flying foreign flage for fear of creating troubles but threaten junks by every means and foreign flags thus increase day after day to the great loss of China. It would therefore be necessary, if the Chamber of Merchant Ships expected to recover China's Interest 'on' the waters, to allow it to con traat for likin on ships, and in doing this there would be no fear of unreasonably detatuing ships for examination and levying duties.
The Board has communicated the matte to the Viceroy of Nanking in order to in- struct the Chinkiang-Taothi who should
consult with the officials of foreign and native Customs.-Eastern Times.

There are yet nearly ten months allowed by the Treaty of Parts mouth for the withdrawal of the lately. belligerent troops, and we know that Ja- panese troops have been steadily with. drawn since that Treaty was signed till the number now remaining is estimated at 40,000. There are at least fully as many Russians still in occupation of the north, and it is chiefly those who are urging Japan to hasten her withdrawal, who are simultaneously claiming that Russis was only checked in the recent war and is waite ing an opportunity to make good her reverses, There is only one satisfactory solution and it is that China make herself anciently strong in the time given to to protect her own borders against aggres- lon from either side. There is some evidence at least that she is busy in so her doing, but she cannot press on preparations too fast, if she is to take
now, thanks to Japan, is hers, to redeem the results of her laxity in the past.
LITTLE BROWN PEAS. What impressed me more than anything else with the march of Japanese sailors through the city this week was its uni. formity. The round, brown faces suggested. only a few hundred little brown peas out of the same pod. Ten yards of a Japanese Davel procession is just as good as 10 miles. It is not even the same piece of elastic stretched out, because the colour of the elastic varies with the extension, and the colour of Japanese column does not. As regards the infant mortality in the Straita amongst the native populations, it will perhaps be found, that while insanitary surroundings and neglect count for much, the administration of improper food, or that used by adults, is the chief cause of mortality amongst the very young. And this fact, again, brings us round once more to the necessity, and the heavy moral responsibility resting on Municipalities, of instructing the native populations in the most elementary principles of hygiene. We still await the publication of that much- wanted leaflet in the vernaculars, which might be made to do so much by the popularising of the simpler rules of sauita. tion and health, amongst classes of the unity whose bygienic sins of omission

Hongkong Tides.
The tide table given below has been mpiled at the Nautical Almanao Office In London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Polico Basin at Taim Sha Tsui during the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to bo 4 feet
9 inches below mean sea level.
