FOR BABY'S SKIN

SCALP AND HAIR

Something for Mothers to Think About EVERY CHILD born into the world with an inherited or early developed tendency to distressing, disfiguring humours of the skin, scalp, and blood, becomes an object- of the most tender solicitude, not only because of its suf- fering but because of the dreadful fear that the disfigura tion is to be lifelong and mar its future happiness and prosperity. Hence it becomes the duty of mothers of such afflicted children to acquaint themselves with the best, the purest, and most effective treatment available, viz., THE CUTICURA TREATMENT,

Warm baths with CUTICURA SOAP, to cleanse the skin of crusts and scales and soften the thickened cuticle, gentle anointings with CUTICURA OINT MENT, to instantly allay itching, irritation, and Inflammation, and soothe and heal, to be followed in the severer cases by mild doses of CUTICURA REJOL VENT PILLS (see below), to cool and cleanse the blood, are all that can be desired for the alleviation of the suffering of skin-tortured infants and children and the comfort of worn-out, worried mothers. A single set is often sufficient to cure when the best physicians fail.

Millions of Women Use Cuticura Soap

Assisted by CUTICURA OINTMENT, for proserving, purifying, and beautifying the skin, for cleansing the scalp of crusts, scales, and dandruff, and the stopping of falling hair, for softoning, whitening, and soothing red, rough, and sore hands, for baby rashes, itchings, and change, in the form of baths for annoying irritations and inflammatious, or too free or offensivo perspiration, in the form of washes for ulceratire weaknesses, and for many sanative, antiseptle purposes which readily suggest themselves to women, especially mothers, and for all the purposes of the tollet, ball, and nursery..

CUTIDURA RESOLVENT PILLA (Chocolate Coated) are prepared to meet the wants of delicate women, and sensitive children, and are pure, sweet, and tasteless. They are beyond question the most successful blood purifiers and humour cares yet compounded. CUTICURA REXEdina are sold throughout the world. Australian Depot: A. This fr the control of the projected Tiantain-Chin kiang Railway, which it appears is distusto- ful to the gentry and officials, of the three provinces concerned, namely, Chihll, Shan tung, and Kiangsu, As a matter of fami although the Walwupu in its desire to get back Weihaiwei is stated to be quite willing to concede to the British wish, for a limited period of time. The matter is still hanging fire owing to a strongly worded petition to the Council of State Affairs (Chênwuch'a) signed, by all, the most influential natives of the three provinces holding office in Peking and other provinces of the Empire.

ANGLO-RUSSIAN ENTENTE.

Japanese Diplomats Views.

Mr Uchida, latelý Japanese Minister at Peking, in conversation with a Tokyo journalist made the following remarka

Although it is stated that China is much concerned in the probable effect of the Anglo-Russian ontents on the Anglor Japanese alliance, yet I have never heard any Chinese statesman speak of it in a pessimistic tone. I think that the scare exista only in the imagination of the Japanese residents in Peking. Russo-Chincae negotiali na have never been abandoned, but it appears that both parties are very much embarrassed how to proceed. It is very much discussed among the Japanese that the Russian Minister at Peking is making a tool of a priest, in whom the Empress-Dowager be lieves, but I don't think that he will attain much diplomatic success by that means. With regard to the visit of Prince Ching to 213 Mongolia it may have been undertaken out of the consideration that Mongolia will be- come a centre of pohtical contention in future, so that it is advisable to take some proper measures to provide for that pos aibility. Mongolia, however, is a barren desert, and I doubt that anything note- worthy will occur there. As for my future. I am in the dark. I wish to rest a while. at home and then if I am to be sent to Europe, I hops to learn much about European diplomacy.

RUSSIA AND CHINA,

Minister Pokotiloff's Attitude.

According to latest advices from Peking, the Russian Minister, Mr Pokotilof, scoins to be altering his policy in the Russo- Chinese negotiations concerning Manchuria. He has recently informed H.E. Tang Shao- yi that Russia is prepared to restore 'all the gold mines in Kirin and Heilungkiang provinces to China, on the condition that China will reimburse Russia all the money! she has expended in exploiting those mines, and in order to arrive at a proper estimate of the amount to be reimbursed by China, Mr Pokotiloff' suggested that Chinn should sond officials to where the mines are, and come to an understanding with the Russian Authorities thoro on the subject.

The Waiwupu has nccordingly wired to the Tartar-Generals of Kirin and Heilung. kiang to send officials as requested.

THE T'ACK-LAYING RECORD

Claimed For America.

A recent assertion that part of the rail-, way connecting with the Victoria Bridge in Central Africa was laid at a record. breaking spood of 5.5 miles a day calls for tho reminder from Thomas Smith, writing to The Scientific American Supplement from Queensland, Australia, that on the Central Pacific, about 50 miles west of Ogden, the remarkable, feat of laying 10 miles of railway in one day was performed. Writes Mr Smith:

"It was thus accomplished: When the wagon landed with the rails arrived at the end of the track, the two outer rails were seized, hauled forward of the car, and laid upon the sleepers by four men who attend- ed to this duty only. The wagon was pushed forward over those rails, and the process of putting down the rails was repeated, while behind the wagon came a little army of men who drove in the spikes and screwed on the fish plates, and, lastly, a large number of Chinese workmen, with pickaxes and spades, who ballasted the lino. The average rate at which these operations proceeded was about 240 feet of track in 77 seconds, and in these 10 miles of railway there were 2,585,000 cross. ties, 3,520 iron rails, 55,000 spikes, 7.040 fish-plates, and 14,080 bolts with screws the whole weighing 4,362,000! pounds. Four thousand men and hundreds of wagons were required, but in the 10 miles all the rails were laid by the same eight mon, each of whom is said to have walked that day 10 miles and lifted 1,000 tons of iron rails. Eight miles of this track was laid in six hours, which was the victory achieved by these stalwart-navvies before dinner. So I think this will beat your Victoria Falls affair all to bits every time. Give your own country praise and honor when it is due. This was done over fifty years ago. What could they do now? Why, they could double it, or do it before breakfast. "
