RUDYARD KIPLING ON LITERATURE.

A Remarkable Speech,

- At the Acadamy Banquet at Burlington House on May 5 Mr Rudyard Kipling made

what the Standard describes as... “ thơ notable speech of the evening-a speech which is worthy to rank with much of his modern work." After duly acknowledging the extreme cordiality of his reception Mr Mr Kipling paid

There is an ancient Tegend which tells us that when the first man achieved the first moble deed he wished to explain to his tribe, what he had done, but as soon as he

Well we have progressed in many, directions since the time of this early and destructive criticism (laughter)-bat eo far we do not seem to have found a' sufficie ent substitute for the necessary words as the final record to which all achievement must

look. Even to-day those who have

done a thing must wait until all has been said by the masterless man with the words, It is certain that the over-whelming bulk of these words will perish in the future as they have perished in the past. It iscertain, top, that some few of these words will live, and by these words only will o or children be able to judge of the phases ofour generation. Ngw "we'defîre] beyond ́all things to stand well with our children. But when our story coms to be told we do not know who will tell it. There are many tellere, and they are all talking together. Even if we know thehi ve mušt day kill them. But that terrible instinct which led our ancestora to kill the original storyteller warns us that welshöuld not độinkrong flowerhallenged any man who shows signs of being efflicted with the magic of the necessary words.

making the necessary words, why not any

suggests that the man with the words shall

wait upon the man of achievement, and HIS ROYAL HIGHNESS

step by step with him try to tell to the

tribe. All it demands is that the magic of every word shall be tried out to the utter-

most by every means, fair and foul, that

the mind of man' dan kuggest.

There is no room for pity, mercy, or respect, for fear or even for legality, bat- ween man and his fellow-man when the record of the tribe games to be written. That record must satisfy the keeneat and deepest self-knowledge of the present, and satisfy also the shimeless curiosity, of the future. When it has done this it is litera- ture, of which literature it will be said in due time that it itly represents its age. say in due time, because ages, like indivi duala, do not always appreciate the merits of a record that purports to represent them. The trouble is that we always expect just a little more out of a thing than we put into it, and it only gives just one's baro deserts (laughter). It is a diffloulty as old as literature.

1

A little incident within my experience shows that that difficulty is always being made by the most unexpected people in the world.

A few weeks ago, in a land where the magic

of words is poculiar, potent, and far-reach- ing, there was a tribe that wanted rain, and the rain doctors set about to make it. To

Яaid,

a certain extent the rain doctors succeeded. But the rain their magie brought was not a full driving downpour, boding prosperity; it was patchy, local, ciroumscribed, and uncertain. There were unhealthy little squalls blowing about the country and Whole districts were doing damage. flooded out by waterspouts, and other districts anuoyed by trickling showers dried by the sun. And the tribe went to the rain doctors, being very angry, and they What is this rain that you make? You did not make rain like this in the time of our fathers, What have you been do- ing?" And the rain doctors said, "We have been paying your proper wages. Supposing you tell us what you have hoon doing lately And the tribe said, "Oh, our head men have been running about hunting jackals and our little people have: been chasing grasshoppera! What has "It that to do with your rain-making "," has everything to do with it," said the rain doctors. "Just as long as your head men run about hunting jackale, and just as long as your little people chase grasshop. pers, just so long will the rain fall in this manner" (laughter and cheers).

Its source is amid hard polyanio rook, beyond reach of contact with any human being, and it is conveyed by gravity through a rook-bown tuonel and Boncrete aqueduct to a sheltered enclosure, where, without pumping, bailing, or touch of human hand, it is placed by machinery in aterilized bottles and packed in cases for shipment; thus, from its initial source protecting the water against possible taint of any kind. A Fireman's Troubles.

In the Summary Jurisdiction of the! Supreme Court this morning, before Bis Honour Mr A. G. Wise (Puiene Judge)-Ng. Po (chief, firemen on the 6.8. "Twicken- ham") sued Chan Sam (under fireman on the same vessel), for $201.50 and 8160.91 due on two promissory notes. The defend ant admitted the debt but stated that when leaving the docks the plaintiff met him and forced him to sign the promissory notes.

"I had lost $100 to him by gambling and he know that I had over $200 due to me and wanted to get his money."

Judgmont was given for plaintiff with costs and, on the application of Mr Jackson | (of Messrs Johnson, Stokes and Master) immediate execution was granted.

SUGGESTED FORGERY.

A Long Adjournment Desired,

In the Original Jurisdiction of the Supreme Court this morning, before His Lordship Sir Francia Pigott (Chief Justice) the action in which Li Po. Mr Pollock applied for an adjournment in order to compare the signatures on certain documents which had been put in with the writing of Li Sing (deceased). He also pointed out that it was necessary for his case to secure the evidence of Bir Ewens who was away from the Colony and would not be back until October and asked that the case put off un'il then,

The Chief Justice (after listening to argument) remarked that as matters stood at the present time he could not grant the adjournment, but later on, as Mr Pollock's case developed, he might see his way to do It would not be fair to the other side to grant an adjournment on the grounds

NORTH RIVER NEWS.

(From Our Corresponden!.) YING-TAK (North River), June 4. It was reported recently that the section Around Lin Ping Chow was in a disturbed state. Direct information from the place shows that the rebellion was handled promptly with a strong hand, making short work of the same. Some seventy-five of the rebels were killed, among them being the lenders, hence this put a stop to the trouble. Some twenty others were killed in their efforts to quell disturbances.

Rovs. R. E. Chambers, John Lake and

several Chinose recently returned from an extensive tour of the interior south east from here. They saw many things peculiar about the Hak-kas of the interior that reminded them of the rural homes of Europe. Many of the well built two-story houses pointed to something beyond the ordinary low huts seen throughout this Empire. They passed over four districts, found the people very quiet and friendly. Rev. Kesler, of the Berlin Mission, with his family and other co-labourers went by here en route to his home some hundred miles further in the interior.

A STORY OF THE NEAR POTURE,

THE CHINA MAIL.

This paper we all signed. I tried to go out of it for somelit I had a presentiment of evil, but the Honorary Secretary never took her eyes off ng until she had got my trembling signaturoj kaj Aurda

The end of it was that that wretched. petition got into the evening paper, our names and everything. Bob read it on his way home from the Club, and was simply furious with nie hare never seen him so put out before in all the two years we have been married.

I must confess that though I had to support the scheme of the Wingloss Angels (noblesse oblige, and all that sort of thing you know) Mrs de Tracey's ideas of a woman's club, and mine differed materially. He almost swore, and said that he had never heard of such d-tomfoolery in his life, and he would not have his honoured name mixed up with it. There and thon he made me sit down and write a letter resigning the club and demanding to have my name withdrawn from the petition.::

from the first.

What I wanted was a nice quiet handy place where I could see the fashion papers, meet my friends, have ten and a rest after shopping and perhaps an occasional game of Bridge!

What Mrs do Tracey, the honorary socre tary, wanted and meant to hayo, was a Society for the propagation of the New Woman, with its attendant Unions, Suffrage Societies and Man-squashing fancies generally.

Personally I have no complaint to make ägainst men as a class, though I grant that individually they are tiresome at times, instances, Bob my husband, who will go to overy dance, garden party, and picnic given though he "hates them like the devil" (that is his own expression)," in order to take care of me. In vain do I assure him that never was anyone by

nture so fitted for solf protection.

And now I do not know (I do not believe I shall ever know) how the matter of the petition ended, for Bob has forbidden mo ever to mention the subject to anyone and ho has frightened all the papers into silence with threats of libel actions, added to which all the Wingless Angels cut me dead.

Thank goodness I have not yet estranged my other friends or should go mad,

World without men-Ah! me !.!

If the lace is touched up with coloured threads, its beauty is greatly enhanced and this touching up is really a very easy performance. The thread may be just run in, so that its rénoval is easy, but more elaborate embroidery repay the worker well, and the result is a blouso which looks worth twice or three times its original cost.

I

You remember that in Part 1. of my tale I told you that the four Objects the Wingless Angels club hnd in viow were:

A Debating Society, A Benevolent Fund, Vigilant Society and a Literary Union.

Well, the day after the opening of the club got a chit from the honorary secretary saying that the first meeting of the Dehat ing Society was called for Friday, June 1, nt 5 p.m. Would I kindly attend without fail. The subject for discussion was "That men are strangely lacking in a sense of humour."

I attended as I was bid and they made me preside. I had never presided at any thing in my life before except a dinner party in my own house, and plainly said that I had not the vaguest notion what was expected of me, and so, the Hon. Sec. gave me some written instructions, I was to sit at a table with a bell in hand. To allow member opening the debate ten winutes, the opposer eight minutes and all other speakers three minutes time each. If any exceeded their time I was to sharp ly ring the bell.

A DIRECTOIRE EVENING Gown-I have just seen a charming Directoire frock made in the palest blue taffetas and coarse Irish lace and insertion. The plain skirt was trimmed with a broad band of insertion put on under a strapping of silk. Below: this was a wide frill of lace. The cost bodice of lace had the fronts out away to shown full vest and deep pointed waistband of the silk.

Short puff sleeves were gathered into gauntlet cuffs of insertion from which fell a deep frill of the lace.

BLACK AND WHITE.-White, black and a combination of black and white have boon very much worn so far this season, owing to the Court mourning on account of the death of his Majesty the King of Denmark. On this account also jet orn.

THE PROTECTION OF SHIPS IN WAR.

The nature of the problema to be solved by the forthcoming naval manœuvres, and the "exorcise" to be carried out in order to throw light upon the questions raised, cannot be divulged until the fleats are on

for in this country who still cling to view COMMENCING on SUNDAY, the 17th Instant, the steamer HEUNGSHAN will

that protected convoys are desirable; but the official view, at the present time at all events, is that this procedure is not commendable. The enemy would be on the look out, the mass of smoke given off by ten or twelve tramp eteamers moving across the ocean together would, 'eveg by night, apprise the enemy of their whero- abouts; so that from all points of view the convoy system would not be advantageous, either from the tactical standpoint or from that of commercial efficiency, since the fleets would be considerably delayed. There is every probability of both systoms being put to the test during the seven days of "war" in June. Such a week's experience will be worth many moths of academic Alscussion. It is but one of many problems which fall to be tested, and amongst these le the one dominant point as to whether the Admiralty policy that the command of the sea must be the primary aim, and that the attack or defence of commerce will be best affected concentration of force, a opposed to the detachment of ships to guard the great bighways of commerce, or to keep in check the marauding cruisers of the enenly. On this question there is perhaps a closer unity of opinion than on most other subjects appertaining to naval strategy, so far, at least, as the British Navy is concerned, On the Continent, however, there is a tendency to believe that the destruction of commerce by individual ships or small fleets would be effective, not only directly but indirectly, in its influence on food supplies, and in fostering panic The British Admiralty, however, do not take this view, and their opinion is sup- ported by experience; not only in the Russo-Japanese war, when there was not mach Boating-commerce to attack, but during the Civil War in America.

WILL COMMERCE BE ATTACKED IN WAR?

The enormous extent of the British fleet would make us particularly subject to loss by commerce-destroyers; and it may be frankly admitted, saya Engineering, that we are bound to lose many of our merchant- men, especially in the early weeks of war, but this can only have a small influence on the final result. It should be remembered that the average cruiser can only keep the
