Mr Balfour's Views.
Mr Balfour, presiding on May 8 at tha annual domoustration, of (la Primrose
League in the Albert Hall, said he would
not attempt to minimise the defect they had sustained since last year's meeting. but there was no need that they should feel any discouragement. They had been defeated by a coslition of various and dis 'cordant elements, and the danger of the situation arose from the fact that the great majority arrayed against them in the House of Commons consisted of elementa aiming at different
ideals,
animated by
different principles and following different leaders. The Government, tossed from side to aidé, had to give payment first to one and then to another section of ite friends-payments all made st. the cost of the geporal welfare of the community.
After alluding to the vague indications of policy by which the Irish Party were being kept in an atti ude of patience, Mr 1376 Balfour proceeded reverely to arraigu the

TOUR.
Return Celebrations.
LONDON, May 17. The City was handsomely bedecked to- day on the occasion of the visit of the Prince and Princess of Wales to the Guildhall to celebrate their return from India. Their Royal Highnesses drove to the Guildhall, escorted by n squadron of Horse Guards, with the King's Indian orderlies on either side of the carriage. The reception at the Guildhall magnificent, Sir H. Campbell Bannerman, Mr Morley, and' other members of the Cabinet and ex-Cabinet Ministers, heldės Lord Curzon, Mr Chamberlain, and Lort Ampthill, being present. Their Royal Highnesses received a tremendous ovations Several German" › Bürgomasters present at the luncheon.
WAS
ware
The Frince of Wales, replying to the principal toas, apake for upwards of hall an hour, reviewing the details of this tour and dwelling on the loyalty pobility of mind, and the chivalrous nature of the great Princes, and the wonderful adminis tration of the country by a handful of British efficials, living a strenuous life, subject to trials and discomforts, and work. ing hand in hand with the representatives of the different races. He paid a warm tribute to the magnificent Army and to the educational institutions, and said he lan learned to appreciate the fact that India cannot be regarded as one country, E realised," he said, "the patience, simplicity of life, loyal devotion, and religious spirit of the Indian people; and I cannot- help thinking, from all I have BRED and heard, that the task of governing India would be "made easier if we infuse therein a wider element of sympathy. and I venture to predict that there would be an over-abundant and got uine response to such sympathy."
His Royal Highness concluded by saying. that every Briton who visits India aapista towards a better understanding with the motherland, helping to break down missp. prehension and foster sympathy and brotherhood.
Mr Morley said that sympathy was ther keynote of our relations with Indis, and the secret of our power. The accord bet ween the Secretary of State and the Viceroy was never more complete then now.

ports at home and abroad, os compared with the two chaplains who were appointed whon the society was formed. There are now-116 seamen churches and institutes in connection with the Mission.
