A BROKEN-DOWN SYSTEM. This is a condition (or disease) to which doctors give many names, but which few of them really understand. It is simply weakness-a break-down, asit were, ofthe vital forces that sustain the system. No matter what may be its causes (for they are al most numberless),ita symptoms are much the same; the more prominent being sleeplessness, sense of prostration or weariness, depression of spirits and want of energy for all the ordinary affairs of life. Now, what alone is absolutely essential in all such cases is increased vitality vigour

The Secretary says:-"The necessity 24, 0, 0. 36.0.0. for a reserve of trained men was shown 26, 0. 0. at the outbreak of the Spanish war, when 47. D. Q. it was found to be impossible to secure men 27.0.0. for the regular army who had previous 49.0.0. training, which necessitated regimente
going into battle at their peace strength.
“The purpose of the Bill simply is to have available a force sufficient to bring the regular Army to the strengthro quired by law, which would practically double its efficiency, and the Increase in the cost for the increase would be only 45 about 3 per cent, over the present cost,"
Another Bill provides for ipcreasing the efficiency of Army bands, bath in the ber of members and the scale of pay.

A telegram from Nanchang dated 8th March says:-Shuichou is peaceful. Tho Protestants have been escorted to Kiu- kiang, but the priests refuse to leave. The Governor is sen ling again to fetch them.
The rioters confess boldly, ploading that the Catholics stabbed the magistrate and they are therefore justified.
A Peking telegrain dated March 7. published in the N.-O. Daily News, says: With regard to the Nanchang affair the -Chinese Government is taking strong action to prevent any such trouble in the future, and complains of the action of the Catholic priests in trying to turn the occasion to their own uses.. The Diplomatic Body hold that, if the reports made by the Nan- chang officials aro-reliable, the crime of the Catholic priest who assailed the Magistrate i's unpardonable.
The Nanfangpoa anys that the French Minister has made four important demanda in connection with the Nanchang murders, but the Waiwupu is determined to refuse them; the demands are not specified.
Mr Pokotilow has advised the Waiwupa to refer the Nanchang affair to the Hague
Tribunal and to employ Mr. Marten
(the eminent jurist) as legal adviser.
On the arrival of the British Consul at Nanchang, all the gates of the city were closed, except one, and no one is allowed to enter or depart without being first Bearched.
B.E. Hu Ting-kan, Governor of Kiang- ai, has asked to be punished on account of the-Nanchang massacre.
The British demands in connection with the murders are the punishment of the murderera, an indemnity, and the privilege of stationing British gunboats on Poyang Lake for the protection of missionary pro- perties in the interior,"
