Defeated in U. S. Senate.

WASHINGTON, March 9. The Philippine Tariff Bill, passed by the House of Representives a few wooks ago, has met with defeat in the Senate com- mittee which has been considering it for some time.

There were four Senatore in favour of the bill but nine opposed it strongly, The defest is a sore blow to President Roosevelt, Secretary of War Taft and these other officials deeply interested in the measure.

"Delhi" wo have experienced a very dull and quiet fortnight Dealers having still on hand a large quantity of high-priced yarn are meeting what little country demand that exists locally at more or less loss, and enquiry from first hands consequently is greatly limited. Importers, on the other hand, despite a steady declin. ing exchange, are most anrious and impatient sollera and would further con- cedo in price if any large quantity could be placed, but what with very unsatisfac- tory clearance, incessant heavy arrivals, and rapidly increasing stocks, no business of any note can be induced. The market closed dull and drooping and we are now passing through a period of 'most intense and unusual depression. Sales during the past fortnight comprise of about 425 bales of No. 105.; 75 bales of No. 12s; and 275 bales of No. 20s.; in all about 775 bales. "A. Arrivals per steamers "Delta,"

Apcar," "Kutsang," "Lighting," "Maza- gon" and "Ischia " of about 18,000 bales. Shipment to Shanghai and Northern Ports about 10,000 bales, The unsold stock is estimated at about 90,000 bales.

Rifle Shooting.

The military correspondent of the Globe has made some very telling points lately in regard to the methods by which Tommy Atking is taught musketry, and he has now and then been hold enough to assert that some of these methods are not the best qualified to encourage shooting under service conditions.

In this category he included the subject of judging distance, and he now rejoices to find that his criticisms have been amply justified by that very com. petent soldier, Brigadier General Pilcher,

IOWLOON ♥, HONGKONG "A". - The most interesting cricket match of the League season was played on Saturday afternoon, when Kowloon defeated Hong- kong "A.", The latter batted first and compiled 146 runa, of which Gibson (42), Fowler (33) and Lowe (16) were the principal scorers, Whon Kowloon went in it seemed as though victory was certain to rest with the Islanders, as time was against the Kowloonites, but Krickenbeck and Dixon, batting briskly and confidently, soon rattled up a respectable score and shanged a probable defeat into a victory. The winning bit was made eight minutes before time and Kowloon won with three

wickets to epare. The bowling of Dixon and Martin for Kowloon was good, but the fielding of the Kowloon team on the whole was poor, Krickenbeck (a Hongkong Olub player, and "barred" to League Cricket, we believe) practically won the match for Kowloon, though Dixon ably seconded his efforts. Peake was the most successful bowler for Hongkong, securing 6 wickets at a cost of under eleven runs each. The full scores are as follow:-
