Sir Robert Finlay, for the Board of Trade argued in support of the respondent's case,

He said that the agreement here was not for a year, but for a voyage not to exceed a year, and the effect of this was so soon as the steamer came to the terminus ad quem the voyage could not be further prolonged.

Lord Justice Moulton called attention to the fact that tho vessel was to trade to ports in rotation, and that could not ex- clude the home ports. If the latter could bo included, then the terminus ad quem was not merely a home port, but a port required by the master. Hejdid not see why the vessel could not go from one port to another.

Sir R. Finlay said that view would eug. gest an agreement as long as the master choose to keep the men. He submitted that where a cargo was wholly discharged at a home port that put an end to the voy- age, and the time limit was only allowed in the case of home trading vessels. If the agreement meant that the men could be taken on to Cardiff, then it was bad, but he contended that such wa notita meaning, and that the voyage ended at Southampton, when the cargo was discharged.

Lord. Justice Moulton asked if counsel contended that ipso ƒ cto the voyage 'top- minated with the discharge of the cargo if it were within the time limits 7-

Sir R. Finlay said that that was his con- teption where the cargo came from foreign parts, but the voyage was not torminated unless the whole cargo was discharged, because the adventure was not completed." In this case the option of the master was exercised when he selected the port of dis. charge in the United Kingdom, and he could not then say to the seamen that he would take them on to Cardiff.

Lord Justice Vaughan Williams: Must he tell them the port to which he is going? Sir R. Finlay: No; he can keep his own counsel.

THE TRIUMPH OF HUMBUG,

A new chapter has just been added to history of successsful popular delusions. That history is as old as the world itself, and in its political section are to be found some of the most convincing 'examples of the omnipotence of humbug as a controlling force in the world's affairs. Whether we care to admit it or not, the chastening fact remains that upon the ancient rock of popular credulity the flowing tide of our boasted progress and enlightenment has made no impression whatever. As the events of the past fortnight (up to January 30) have proved, the gullibility pilloried by the party rhymester who satirically demanded-

flies?

The Tories!-

is every whit as rampant in the early twentieth as in the early nineteenth century. Now, as then, it is demonstrably true that "the people wish to be deceived and are deceived"; and now, as then, there are plenty of politicians of the cult of Ananias who do not scruple to make their account with this weakness, and to exploit it to the utmost advantage of themselves and their party. The bogus little loaves and fictitious Chinese slaves" of the election campaign just ended should have been impostures too transparent to influence the mind of the humblest voter in these days of compulsory education and free libraries, otherwise than to excite his contempt for those who could seek to be guile him with such stupidly obvious frauds. As a matter of fact, this brace of wretched swindles admittedly effected huge turn-overs of working-class votes in almost every part of the country, and gained for the party now in power the greatest majority within living memory.

In the

face of such a result, who can' deny that popular credulity is as great and as easy to practise upon to-day as in the dark nges when provided schools were not, and a proletarian franchise was unknown !

Yet, after all, it must in fairness be ad-. mitted that it is not in democratic quarters alone that this strange susceptibility to the power of humbug continues to survive in

all its ancient force. One has only to turn

from the political to the social arena to see

But this is precisely what has happened in the present instance; and it may well be doubted whether the depths of popular credulity have ever been more audaciously plumbed, or the power of humbug more triumphantly

Two Contractors Fined.

The mortar question was again before Mr F. A. Hazeland, at the Magistracy, this morning. Building Inspector W. T. Edwards prosecuted a contractor named Hop Leo for using bad mortar in connection with the construction of seven houses in Glenenly Rond.

Defendant pleaded guilty, and Inspector Edwards stated that a sample was taken and tested in the usual way. The briquettes broke under a strain of 34 lbs each. The

authorities had not fixed a minimum but considered mortar was bad that would not stand a 20 lbs test. Defendant was fined
