A warlike i race, they speedily mastered all the surrounding tribes, and established themselves as an independent kingdom. Their numbers at the present day bro estimated at 240.000. So long as the Mombera chiefs were able to administer the internal affairs of their people without causing trouble, they were not interfered with. During the last four years, however, the chiefs have not beom able to control the disputes of the people, and it because
necessary that their land should be taken up..
Mr H. C. MacDonald was placed in charge of the district, and in his report he shows how suspicious men of Zulu descent still are.

Having no food for their entertainment, I hurriedly purchased 'two bulls, which I gave the chiefe, Knowing their superstitions, I did not kill the animale, but allowed them to do so. The report contains come interesting temarks as to the prevalence of witchcraft. It is often discovered that witchcraft has

Scindia's military forces on a picturesque KWONG FOCK CHEONG plain surrounded by low hilla, about three mics from Gwalior Palaeo. The Princess went out to the review with the Maharani, for whom a purdah stand was erected. The troops included Horse Artillery, elephant and bullock Batteries, Cavalry Infantry and Sappers to the number of nearly 5,000, the Maharajah himself being in command. The Prince was a soldierly figure in the uni- form of a British Colone! crossed with the Star of India ribbon. The review was w.ll-organised and splendidly carried out. At the conclusion the Prince presented South Africa medals to some of the moň on parade.
In the afternoon a further military dis- play took place, concluding with a mimic battle between the State troops and a
Chiness Army, which was a grand success.
The Chinese, of course, were discomfited. At night a grand banquet was held. The Prince of Wales, in a highly eulogis speech, mentioned that H.M. the King bad appointed the Maharajah an Honorary Colonel of the First Lancers Indian Regi- ment, of which the Prince of Wales is Colonel-in-Chief.

For more than one week at a time; there. fore there is a statutory power to press on with a caso.
The Chief Justice-But there is no statutory power as to what time after a man's arrest he is to be charged.
Mr Slade-Yes, my Lord; within twenty-
only of this Colony.
The Chief Justice-The Bankruptcy Court is rather different from that, AB it enables a warcant to be issued summarily if there is probable reason that he has com- mitted an offence. I think the Court should
have more summary power.
Mr Slade-I venture to submit with due deference that the Court shou'd not be invested with additional summary power, becauvo in a caso like the present the whole of the circumstances might not be before the Court and in the administration of criminal justice surely it is of the greatest importance that the prisoner's rights should be safeguarded as much as possible.
The Chief Justice-Criminal proceedings are departed from in the Bankruptcy Court. The peculiar circumstances of the Bankruptcy examination must be borne in mind. At an examination certain state. ments are made from which it appears to the Court that an offence has been com mitted. There should be some period to go into the facts and circumstances.
Mr Slade Why should it be longer than the time allowed a Magistrate to remand
The Chief Justice-There may be many circumstances which could not be gone into. Mr Slade Surely there should be a time limit; the prisoner could be brought up and remanded or admitted to bail.
The Chief Justice-The circumstances of the Bankruptcy offences are such that I almost almost always refuse bail.
Mr Slade That is an arguable point. The Chief Justice-Yes, I admit that. Mr Slade Under English law a man is Antitled to bail for a misdemeanour, and this is a misdemeanour.
The Chief Justice-That is so.
Mr Slade Then he is entitled to bail. The Chief Justice-Why should a inan be allowed bail when the probable offence

Stowaways from Japan.
E. Hansen, and Hans Nielsen, 2nd and 3rd officers of the Norwegian steamer "Thyra," and four Chinese members of the crew, wero charged at the Magistracy, this morning, with aiding A number of Japanese to stowaway from Japan. The charge was the outcome of a case this mor- ning in which 17 Japanese women were fi.ed $30 each for stowing away on the "Thyra,"
Inspector Langley prosecuted and Mr C. F. H. Beavis appeared for the defendants.
The first witness called was a fireman from the "Thyra" who deposed that the steamer left the last port in Japan on January 4 and arrived here some days later. One morning after leaving Japan he saw two of the Chinese defendants prepar- ing rice and giving it to the Japanes stowaways. This was done each day at 5 6.m. and 7 p.m. until the vessel reached Hongkong. They arrived in Hongkong in the afternoon and shortly afterwards he saw the second officer roturn to the ship's aide with a launch, accompanied by two
