Katsura Cabinet.

Discussing at length the widening in fluence which newspapers are gaining over" the public in Japan, the Jiji, in an article" which has been summarised by the Japan Times, takes pity on the outgoing Kataura Cabinet for having failed to appreciate the real strength of the Press.

It goes without saying, the Jiji observes, that in Europe, and America the Press is all-powerful, and--it is oven said that the Japanese diplomatic disaster at Portsmouth was in part at least attributable to the scant courtesy which Japan's Plenipotentiaries corded to the knights of the quill there. In this

country, the tendency in la the same direction as in the West. With solitary exception of the Government

newspapers in the Empire went against the Katsura Ministry as soon as the particulars of the Portsmouth treaty became known. Deluded, however, by the mistaken notion that newspapers are of little importance and do not represant public opinion, the Gov ernment persisted in ignoring the jour nalistic warzings; and when the voice of the Pross became too loud to be pleasing, the Ministry took refuge in repressive measures. But the Press was not to be gagged and intimidated with silence, and the Ministry now yields the inevitable resigning.

The Jiji further declares: "Te is the newspaper that has pulled down the Katsura Cabinet." In conclusion, tho journal says the out-going Ministers are 12 all comparatively young men who may in due time return to power; and it advises them to take well to heart the painfu lesson administered to them by the Fress.

rojected, was publicly guillotined in the INSPECTION

presence of 1000 spectators at daylight one morning in December, on the public square, Noumea, in order to serve as an example

to the Arab population.

The culprit was brought to the scene of execution in a vehicle, escorted by mounted gendarmes. The guillotine, with the coffin alongside, was surrounded by a cordon of .100 soldiers, surveillants, and officials, in the form of a square. The usual ox- ecutfoner, having died, was replaced by another, who through nervousness, bungled the affair, only decapitating the cu`prit after the knife had fallen three times, the first fall cutting part of the scalp. In the second fall the rope suspending the knife fell off

the pulleys. In the third fall the head was thrown a yard from the body.

The operation lasted 15 minutes.

LOVE THE WANDERER.

(FROM ANACREON.)

When the midnight hour was near,

And the Bear was keeping Near the Bear guard, and down hera

All mankind was sleeping.

Then came Love, and straight, before

Word or message telling.

Knocked upon the closo-barred -Taar

Of my simple dwelling.

Who," said I, "outside my gata Stands at midnight knocking, Banishing my dreams? I hate

Such intrusions shocking."

**Open quick "—the words worn tewed

In a cry imploring-

"I'm a little chap that's lost

In the rain that's pouring."

And I pitied that small scamp With the night around him,

And I lit my cheerful lamp,

And I oped and found him. There he stood, with folded wing

Bearing bow and quiver.

And the rain dripped off the things

In a perfect river.

So I took his hands in mine,

Placed him by the fre,

And from out his tresses fine

Wrung the dampness dire.

When I'd warmed that child perverse.

"Where's my bow, let's con it." Quoth ne. "See, if it's the worse

For the rain upon it."

Then he strung his bow with care,

And his shafts gan loose 'em, And he aimed right full and fair

At my careless bosom.

Loud he laughed, that urchin smak.

Ab, I thought I'd pot you ;

See, my bow's not hurt at all- To the heart I've shot you."

THE BOYCOTT.

Rumoured Attempt at Suppression.

We have been informed that it is stated in official circles in Canton that the Viceroy is about to take steps to suppress the boycott that has been in forco against Am erican goods for many months past.

It is difficult to ascertain what moved the Viceroy-to-decide now that the boycott should be stopped, but it is said that a

proclamation has been drawn up and was

to have been circulated to-day.

It is to be sfacerely hoped that the inten- tion of the Viceroy is real, for the boycott if allowed to go on might devolop into something worse than anti-Americanism.

Naturally it will take some time to com. pletely eradicate the antagonistic feeling that has been manifested amongst the Chinese against the American people, but the Viceroy is alleged to be bending his initial efforts towards the suppression of illegal meetings. After that will come the task of general pacification.

More Negotiations.

A letter from Poking dated January 2 has been received at Canton by a certain official stating that Tuotai Won Chung You, the Viceroy's Secretary, has been instruct ed by the Central Government to negotiate with the British Government with respect to the Kowloon-Canton Railway.

It is not known if Wen will proceed to Peking to negotiate with the British Minis

Muslin head pillows have developed from the simple styles in which they made their appearance a few years ago, into lavish elaborateness. Fine French handkerchief ombroidery, showing initials and delicate flower borders and wreaths, has been from the first associated with these little pillows:*

Open-work is the keynote of the new styles in head pillows. This fashion in the linen alips requires a bandiömer pillow covering underneath than has been hitherto deemed necessary.

Quite the most picturesque of the many tailor-made modes of the moment is the one known as the Louis Quinze. The salient features are a full but clinging skirt, with. out any trimming, and a three-quarter coat arranged in front, so that that very 2221 Important item, the vest, shows con- spicuously beneath. The rest fits the aguro precisely; and the fronter of the cost, though Icose, detract nothing from its graceful silhouette, while the skirts of the coat flute prettily at the back,

Leather sofa cushions are always good in libraries and dens, aut here is a suggestion for one that can be worked out in any colors desired. The model seen was of sheepskin, very soft and pliable, in a marcon color. On one side was stencilled 50 in outline a design adapted from the lotus, the sacred flower of the Nile. A good-:ized cushion takes the best part of two sheep- skine.
