Discussing at length the widening in fluence which newspapers are gaining over" the public in Japan, the Jiji, in an article" which has been summarised by the Japan Times, takes pity on the outgoing Kataura Cabinet for having failed to appreciate the real strength of the Press.
It goes without saying, the Jiji observes, that in Europe, and America the Press is all-powerful, and--it is oven said that the Japanese diplomatic disaster at Portsmouth was in part at least attributable to the scant courtesy which Japan's Plenipotentiaries corded to the knights of the quill there. newspapers in the Empire went against the Katsura Ministry as soon as the particulars of the Portsmouth treaty became known. Deluded, however, by the mistaken notion that newspapers are of little importance and do not represant public opinion, the Gov ernment persisted in ignoring the jour nalistic warzings; and when the voice of the Pross became too loud to be pleasing, the Ministry took refuge in repressive measures. But the Press was not to be gagged and intimidated with silence, and the Ministry now yields the inevitable resigning.

The Jiji further declares: "Te is the newspaper that has pulled down the Katsura Cabinet." In conclusion, tho journal says the out-going Ministers are 12 all comparatively young men who may in due time return to power; and it advises them to take well to heart the painfu lesson administered to them by the Fress.

to the Arab population.
The culprit was brought to the scene of execution in a vehicle, escorted by mounted gendarmes. The guillotine, with the coffin alongside, was surrounded by a cordon of .100 soldiers, surveillants, and officials, in the form of a square. The usual ox- ecutfoner, having died, was replaced by another, who through nervousness, bungled the affair, only decapitating the cu`prit after the knife had fallen three times, the first fall cutting part of the scalp. In the second fall the rope suspending the knife fell off
the pulleys. In the third fall the head was thrown a yard from the body.
The operation lasted 15 minutes.

Rumoured Attempt at Suppression.
We have been informed that it is stated in official circles in Canton that the Viceroy is about to take steps to suppress the boycott that has been in forco against Am erican goods for many months past.
It is difficult to ascertain what moved the Viceroy-to-decide now that the boycott should be stopped, but it is said that a
proclamation has been drawn up and was
to have been circulated to-day.
It is to be sfacerely hoped that the inten- tion of the Viceroy is real, for the boycott if allowed to go on might devolop into something worse than anti-Americanism.
Naturally it will take some time to com. pletely eradicate the antagonistic feeling that has been manifested amongst the Chinese against the American people, but the Viceroy is alleged to be bending his initial efforts towards the suppression of illegal meetings. After that will come the task of general pacification.
