THE INTERNATIONALISTS.

An Extraordinary Association.

We received a cable a few days ago announcing that a number of Interna tionsliste' had been sentenced at Paris. The following extract from an exchange is interesting in this connection:-There is an International Anti-military Association in full operation, and its agents, says the Osservatore Romano (Rome) carry on a diligent propaganda by interviewing and disseminating their literature in the ions and cafés frequented by soldiers. In one such appeal to the conscripts, reproduced in the above-mentioned paper, these youths are reminded that they cwe neither duty nor obedience to the State, which is a btepmother who would teach them the art of murder. They are bidden to throw away, or break their weapons of destruction, or to discharge their rifles against their commanders, and are invited to join the ranks of civil workers,. The police are

"

emplosed, we read. In tearing down, those

manifestose and in arresting those who are

accused of publishing them.

In a strong speech at Limoges, as report ed in Vorwärts (Berlin), Mr Jaurés declared plainly in favor of pacifism, and asid:

The duty of Socialists, as soon as danger of a war appears, is vory plain. The International Labor Association stande be- fore everything elso for a permanent and universal propaganda of peace. When ambition or desire of conquest arises in the Stats and suggests the probability or pos sibility of war, the international proletariat must riso AS one man and make it plain to the Government of a capitalistic State that the laboring men will have no slaughter."

This leader of French socialism at Paris has had his ideas carried out, tợn very extreme degree, by Mr Hervé, a publicist, 1376 under whose auspices the anti-militaristic campaign is being prosecuted. Of the means resorted to in this case the Journal

LONDON, 'January 6,

The political campaign is now in full swing, and scarcely a Conservative meeting is free from disturbances.

Women attend the meetings in force, and, apparently in pursuance of an organized movement, interrupt the speakers by demanding female suffrago.

Mr Slade read the statement of claim which set forth that the plaintiffs, between May and July 1904, supplied the "Paul Beau" with bunker coal to proceed on voy agos to and from Canton and Hongkong. The coal was supplied, at the request of Kwok Yick Ting, upon the credit of the «Paul Beau" and an amount of $5390 was now owing in respect thereof, which plain- tiffs claimed, together with interest. To the owners of the "Paul Beau," the Com- pagnio Francaise de Navigation et de Con- structions Navales et Anciens Etablisse ments Satre Reunis, replied that during the period mentioned the vessel was under char. BOMB THROWING AT RADOM, ter to Sears Trevoux and Co., and thereforo disclaimed responsibility. The defendants had no knowledgo whether or not the coal was supplied to the "Paul Beau," and contended that if, in fact, it was supplied, plaintifs supplied it upon the personal cred.t of Messrs Trevoux and Co. Defendaut further denied that Kwok Tick Ting was ever their agent. Defendants claimed damages for the wrongful arrest of the ship and interest on the amount of money which

Admiral Rozhdestvensky in his communi- cation to the Novoe Fremya explains that the permission to publish the letter did not imply that the Ministers agreed with the views expressed therein, especially as permission was given without the letter having been censored. The allusion to Great Britain was Admiral Rozhdestvenky's own private opinion.

release of the **Paul Beau;"

In further reply plaintiffs pleaded no lability "in respect to defeudant's coun- terclaim and stated that at the time the coal was supplied Messra Trevoux and Company wore agents in Canton for the

owners.

The action, enid Mr Slade, was practical. ly a test one, another ship-"Charles Hardouin "--being supplied with coal and similarly arrested, and the parties had agreed that this notion should cover the other one. When plaintiffs supplied the coal they did so not knowing who the owners were, but delivered it to the ship on the order of Kwok Yick Ting, who repro- sented himself to be the agent, When they sent in their bill it was sent to the ship-the Captain and owners of the "Paul Bosu." Mr Slade submitted that when necessaries were delivered to a ship that ship-under English law-was linble. She could be seized to recoup the supplier.

Mr Pollock pointed out that the case came under French law. The ship was a French vessel flying the French flag."

Mr Slade-I see that has not been

pleaded. French law is a question of fact and any material fact must be pleaded.

Mr Pollock-The fact is she is a French

steamer.

Mr Slade-If you are relying on French law, the facts upon which you rely must be pleaded; it is a material fact.

The Hongkong Club had little difficulty in 1 defeating the Royal Garrison Artillery, who turned out with a couple of men short. The game was mostly a scramble, with Hongkong always in the van. The result was a win for Hongkong by nine goals to 4ail.

The matches played in the League com petition resulted in wins being credited to Hongkong 'A,' Craigengower and Civil Service. The latter, thanks to the bowling of Brett and batting of Witchell, had a anbatantial victory against the formidable Army Service Eleven, which gave such great promise in the early stages of the competition, but who of late have been suffering from a reverse of fortune's wheel. Craigengower's victory over the Polica was a narrow one-26 runs-and last year's premiers have to thank Brawn in large messure. He scored six wickets for twenty

ARMED ROBBERY,

At this season of the year the police, more than at any other period aro on the" look out for robberies, new year fires, and other methods resorted to by impecunious Chinese money to tide them over the Chinese new year. This year everything in this direction has so far been unusually quist, the only caso reported being one of armed robbery in the Sai Kung district, New Territory on the 6th instant. In this instance a band of nine men armed with revolvera broke into a house in the village at about 10.80 p.m. and meeting with little resistance ransacked the place. Their haul included a quantity of clothes, valuables, and family belongings, the total value of which is given at $291, The rob- bore were not interfered with during their work and went off in a boat taking their booty with them, and have not since been

RECENT STUDY

OF RÁDIUM...

Some Interesting Data.

The mystery of radium seems in a fair way of solution, if we are to credit the results of investigations recently publishe in The Philosophical Magasine by Professor Rutherford and others. These studies, in the opinion of Engineering (Londoa, Octo ber 20), which summarizes them for its readers, are of great interest, not only to mon of science, but to laymen in general, for they carry us forward to such a point that we may be said to have obtained first glimpse into the very mechanism of creation." In the first, it has been almost! conclusively proved that radium originates from the metal uranium, which seems to be in a very unstable state, perhaps on account of its high atomic weight. It has been known for some time that this element

alters successively into other forms, and

what we call radium now appears to be one of these, though what the writer calls "the details of the genealogy" are somewhat obscure. Having reached this state, how. ever, the substance continues to break up and alter, at first with great rapidity, Says the writer:

The radium atom, and, indeed, every other atom, probably consists of a whirling mass of particles, some of which are com- paratively large, and are charged with positivo electricity (a particles), while others are smaller, and carry a negative charge (b particles); and, owing to some Cause which wo are not acquainted, but which may be surmised to be centrifugal force, ono or more of these particles some- times escapes from the central mass, and is projected into space with prodigious velocity. It is an astonishing fact that the loss of a single a particle, though its mas is but a small fraction of the total mass of tho

"The next change is accomplished with almost equal rapidity, but, so far as has hitherto been observed, no loss of matter occurs at this stage,

However thin

another losing, during the process, particle, and also, for the first time, a negatively-charged mass.

Q

This complotes what is called the period of rapid transformatiou, and the next three changes are more deliberate. By a second 'rayless' change, which proceeds so slowly that one-half the molecules of radium D are affected in a period of 40 years, it passes into a new form-radium E-which, again, by the loss of a B particle, finally becomes radium F. Beyond this point no further ac- tion has yet been traced; but in his most recent paper Professor Rutherford suggeste that the ultimate product of these successive changes may be identical with the element lead, which is usually found in uranium ores in conjunction with radium, and if quantities such as might be expected on this hypothesis.'.:

THE PENINSULAR AND ORIENTAL

The recently reported murder of Captain STEAM NAVIGATION COMPANY'S

J. W. E. Donaldson, R. F. A., at Bannù. turns out to have been one of the most reckless of the many reckless crimes of the kind that are chronicled in the frontier records, and proves once more that there is no defence against the assassin who has no thought of his own life. Captain Donaldson as Brigade-Major had ridden out on the 16th instant to meet the 31st Panjabis who were marching into Bannu that morning. He was actually riding with the officers at the head of the regiment, when as they wore approaching cantonments a man started up from somewhere and shot him in the back. The wound was seen to be a hopeless one from the first, and the victim only lived until the early hours of the 17th. Captain Donaldson was an officer who had already seen much servico in India as well as in South Africa, and had passed through the March 31 Staff College. He seemed marked out for April

NEWSPAPER AMENITIES,

Our forefathers evidently bad their little jovnalistic amenities. This is from the Times of 1805:- Monday, Novem- ber 25.

Our efforts to obtain a priority of intel.. ligence, respecting an event to which it is admitted "the public attached a very lively interest, have; it seems, given mortal offence to some of our brother Journal'sts. We certainly consider their censure as the highest compliment that could be paid to our industry and inclination to satisfy our renders on every important subject of intelligence. It has been imputed to us, that we have contributed to raise false

expectations, and hold out extravagant hopes, of the destruction of the French flotilla, when, in fact, we have never given
