Tribute To Count Witte.
Reuter's representativo had an inter view with Mr Elkan Adler, brother of the
Oblef Rabbi, on his return to England from Russia. He said;-When I was in St. Petersburg wo had no telophones, no light, and, in some places, no water. The inter national financiers who were here in con nection with the loan (except Lord Revel stoke, who was at the Embassy) were living at the Hotel de l'Europe, where we fared better, as we had our own electric light. plant, but even. then some people were laying in stores of provisions. I heard that Mr Pierpont Morgan only got away from St. Petersburg by chartering a boat to convey him to Stockholm for £700, while "Lord Revelstoke succeeded in securing a passage on a tramp steamer, General Trepoff is not so black as he is painted, for although he had 60,000 troops and many machine guns in St. Petersburg, not a shot was fired, and he maintained order. Many people think that he is more liberal in his views than ho appears. The only person between Russia and the direct anarchy is
Count Witte, and if he can remain in power ho may restore order thoughout the country.

Sailor's' Provisions. -An' inquiry was hold by the Hon. Capain Barnes-Lawrence, at the Marine Mag rate's Court this morning, regarding complaint made by the crew of the British sailing ship "Simla" as to the bad quality and deficiency in quantity of provisions supplied:
William Franklin, A. B., said that afte the vessel was soven weeks at co the port watch went aft taking the weekly allowance of sugar with them to see the steward. They told the latter they wanted to see the captain because they were not getting their proper allowance. The steward took the sugar to the captain and returned putting

allowances 2 lbs 202, short. After that they got their proper allowance of sugar. From the time they were served with preserved meat, after they had been two or three weeks out, they received short measure ment. They only received one pound of meat instead of one and a half pounds and in lied of the shortago they received margarine, Had the substitute been butter they would not have complained, Another complainant said that when they were seven or eight weeks out the rice ran short and they got preserved vegetables instead of it. They complained of this and the captain then allowed potatoes.
..
Patrick McCacihy deposed to having complained to the cook that the soup was mouldy and that they were, receiving shor measure... Subsequently the captain arrang. ed that they should see the provisions weighed and after that they were properly 2181 supplied.
Captain Cross said "that "no complaints were made to bim regarding the provisions
until November 27 when he made an entry in the log to that effect. He at once took steps to see that they received the proper allowance. When about seven weeks out the steward told him of the men's complaint regarding the shortage of sugar and finding they only got 12 oz. instead of 14 oz: he ordered the difference
