SHOULD IT HAVE BEEN

PEACE?

4

In conclusion, the question *Ought there to have been peace after Mukden ? "`de- manda brief investigation from the his- torical standpoint. Without any passion. ate partiality for Rosais and her methods, the writer strongly holds the view that at this stage, at any rate, she was clearly justified in going full steam ahead, notwithstanding the injuries she had received in her recent collision. Even on land she was not yet decisively beaten, or As an obvious matter of anything like it. fact every mile she had retired since Liso- yang increased the length of her enemy's line of communications and deorensed the length of her own. A point might soon be reached when Harbin, having become the main Russian centre, and Vladivostock being Isolated, a Russian army could be fed and reinforced perhaps even more effectively than the Japanese army in- mediately menacing it. In the meantino, there were still larger forces in the field, and 'Papa Linievitch might prove to have. infinitely better luck and judgment than poor Kuropatkin. Even supposing that there had been no chance of getting even with Japan on the sea, the Russians might well prefer to make yet another effort on and in proference to making overtures.for peace-From Cassell's ‘History of the Russo- Japanese War.'

TRAINING SOLDIERS.

General French's Scheme.

Lieut. General Sir John French, com- manding at Aldershot, has directed that in the preparation of all schemes for staff rides, regimental tours, and war games, a more elaborate general idea' shall be pre- pared. He says:It is not enough to say that a northern army is opposed to a southern army, or some such simple state. ment. The general idea should set out, in more or less detail, some strategical problem, the solution of which has to be carefully considered before

the more circumscribed stratogical problem and the particular tactical situation contained in the special idea are taken under considera- tion. General and special ideas for these exercises should be much longer than those prepared for field operations for the actual training of the troops, because their object. is to make officers think, study, and reduce to writing problems in war. When only a short and colourless statement of the situa- tion is given the problem lacks interost, and fails to stimulate the imagination.

The longth Loaded Draught of this statement may vary from one to two sheets of printed foolscap, for a problem of war such as might be considered by the generals and senior officers of the army corps, to half a sheet of printed matter suitable for a regimental tour.

It is not an easy or a brief matter to prepare those schemes, They require that care should be hestwed on them and it is in all cases advisable that the officer preparing a scheme should have his work criticised by another officer before the schemo is passed to the printers,

MF Cham- berlain has been challenged to produce a workable scheme of tariff referin, and although most residents in the Far East sympathise with his views it is difficult to reconcile his lament over vanishing trade and declining industries with the returns of the Board of Trade. These returns for September are even more en- couraging than those of the preceding months. SUGGESTIONS FROM THE PEAK,

(To the Editor of the China Mail). Sin,-In order to increase the usefulness of that most admirable/institution, the Dairy Farm Company, I suggest that they should open an office at the Peak, by the Tram Station, for the receipt of ordere, and ́dellverey of goods ordered, and for the ule of milk, cream and butter, and tinned goods.

If Messrs Watson and Company would co-operate in such an office and recélre orders for and deliver nerated watdis, druge, etc, I think a long felt want would. be met. At present Peak residents must either order everything about 24 hours in advance or send a special messenger to the town for a bottle of milk or a quinine pil!! As the Peak Tram station is midway be, tween the farm and the office of the Dairy Farm Company it should be easy to work such a service economically with the aid of the telephone.

A public telephone call room would also be a great convenience and the store keeper| should be allowed to sell stamps and post- cards. Fancy having to send two miles for a postage stamp in the twentieth century The proprietors of the Park Hotel might let a small portion of their front garden for such a store at a reasonable rent, as it would be a great convenience for their guests. If the Tramway Company would at the same time devise some sort of shelter from the icy blast that howls through the Peak Station as through a funnel for six months of the year the Peak would becoma a desirable locality in winter as well as in summer.-Yours, etc..
