The Proposed Economic Alliance
Tho following telegram, dated York, August 31st, is of interest;

In the year and a quarter that I have been in this country, I have been studying constantly My cojourns in Earope proved. to me that the European markets were filled
with their own products, and I saw here that if the front down of the American market was closed the back door was open to Asia. In the course of my investigations I have talked with all kinds of people and have learned a great deal about what I. believe to be the glorious future that lies before the United States in the Far East.

THE TELEPHONE IN WAR
One of the Causes of Japan
Mr M. C. Sullivan, in an article in the New York Electrical Reviewattributes much of Japan's nuocess at the front to her large
and skilful use of volentifie devices such as

belloves that if the results had depended
on mere bravery the issue of the war might have been less decisive, and that it ban heon through the superior use made by the Japanese of ordinary devices of commercial and social life that they have been so such cessful at every turu. He writes:
One of the most remarkable ovents that has occurred in the world's history is the battle of Mukden, remarkable because it was the mightiest land battle ever fought, and starting because no victory was ever --won by such scientific methods. Feats were accomplished by the Japanese never before -contemplated in war, and which had been previously declared by military experts to bo impossible, ?he success of the victorious forces was almost entirely due to the skil ful use of what is to-day considered to be one of the most ordinary and com- monplace olatrical instruments-the telephone. Formerly, a large bottle was to a cortain extent a haphazard, hit-and-miss affair, the careful foresight of the most skilful general failing to take into account. the many accidents and incidente which. would, in almost a moment, alter the entire aspect of things and change a successful movement into an utter failure. Not so now, however, as by means of the telephone it is possible for the commanding officer to keep in touch with each individual unit of an enormously large army and thus to make the best use of all portione of it at all times, thereby obtaining the greatest possible effect with the least expenditure of
energy.
From the subdivisions of each portion of the army, telephone lines wore run to a portable switch board, and from the various switch-boards trunk lines were run to head- quartofa, several miles to the rear. Thus the parts of each portion of the army were mado to correspond with the subcribers of a telephone sub-station in a large city, the headquarters being analogous to the central station, to which all of the subsidiary sta- tions are connected by trunk lines
The rapidity with which the Japanese established telephone communication was

MAIL STEAMER DEPARTURES.
072
The following table is a chronologically arranged list of mail steamer temarkable. Lines were laid well in sailinge to Europe, America, Canada, and Australia. Coast ports, Manila, and ports. All advance of the main body of troops, oven Japan are not given, for steamers are constantly sailing for thos when the army was advancing by forced marches, and perfect connection was off. ciently maintained at all times between the different divisions. Wherever conditions permitted, the rools of wire and the instru- ments were carried in wagons. The line 28 or 30 days was laid on the ground as rapidly a9
a horse-drawn vehicle could advance. If the line so laid was to become permanent, a detail followed the wagon at leisure and at- tached the wire to trees or hastily erected supports. For flying lines, or lines within the zone of action, which connected the commander's headquarters with the various divisions on the firing line, the detail following the reel wagon merely laid the wire in protected places on the ground where it was least likely to be disturbed. These lines were taken up, moved, or abandoned, as occasion demanded. Whore the nature of the country or other condi tions rendered the advance of a wagon impossible or inexpedient, the line was wire on advanced by men carrying coils of their shoulders. Although milltary glory has diminished considerably among enligh tened people, it has by no means become obsolete, yet it is one of the most hopeful signs of the decadence of the war spirit that
more acience is brought into play ins tead of brute force as a
a controlling factor
the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special steamers run there, The departure of every steamer is subject to alteration. The P. & O. maile usually reach London in about 28 days, and the French and German in about
