Whilst then the number of the inhabitants in this period has quadrupled, the number of the houses has increased only about threefold. Forty-five years ago there was a house for every 52 people;
in 1904, however, there was a house only for every 76. On the other hand, în the same period the number of
of dwellers in these houses has increased about sixfold. In 1860 there were 95,878 dwellings in the
to city, and in 1912 536,022. Thus whilst in 1860 there was a dwelling for every 5 persons, in 1902" there was one for evory 32. The meaning of
these figures is not difficult to decipher. They show that the number of single-family 1858 houses and of small houses to accommodate but few families has decreased and given place to the hugh barrack-like structures, which
'can accommodate considerably morg people, making more profitable use of the ground on which they are built. Further, the number of those who have a complete dwelling at their own disposal has grown, and the overcrowding of the dwellings has in consequence diminished. The housing 1860 of the lower and middle classes of the popu- lation is thus seen to have been permanen- tly and considerably Improved. - In order to form a proper estimate of the housing of the higher classes, says a writer in Berlin, the suburbs of Berlin must be taken into consideration, many of which are entirely or almost entirely composed of one family houses or houses intended but for t
two or three families. If the suburbs are included the one-family houses of Berlin are also so-n to have made a great development dating the past four decades.

Moreover, amongst the town named by China to be opened is Dalny, the lease of which has been transferred to Japan.
Regarding the alleged proposal to buy back the East China Railway, there is rea- son to believe, continues the Hochi, that it has relatin only to the branch line soyth of Changchun which has been acquired by Japan, while the main line under Russian possession will be left untouched. If this is so, China is palpably unfriendly to Japan, while she exhibits her reliance on the Muscovite. These circumstances force us to the conclusion that Chins lacks in good intention towards Japan and it is evident that from a diplomatic point of view Russian influenca is in the ascendant in the Chinese Court. Suclin thing is but a by product! of the immoblo penço, which signally failed to remove the evil at the very root, and at the same time affords a clear proof that Japanese diplomacy is a negligib o quantity at Peking. The time has arrived when the nation must ask the final decision of the ont, which is palpably not equal task, and proceed to instil olemonts of more activity into the country's foreign policy-
