I'ORTSMOUTH, Sept. 5.
The Treaty of Portsmouth was signed shortly before 4 o'clook this afternoon id the conferends room of the navy general storo at the Navy Yard. The firing of a national saluto of nineteen guns was the signal which told the people of Portemouth and Newcastle that the peace of Ports- mouth was an accomplished fact, and the church bells were soon pealing forth a joyous refrain:
For forty-seven minutes those outside the conference room anxiously awaited the signal. Suddenly an orderly dashed to the entrance of the peace building and waved his hand to the gunner a few feet away, and the opening shot of the salute rang out on the clear air of the soft September afternoon proclaiming pesco between Russia and Japan,
Three o'clock was the bour set for the final session of

conference. The Russian plenipotentiaries reached the yard at 2:45 o'clock, and received an Ainbassadorial saluts of ninoteca guns. The yard prosented a lively scene as the automobilo bearing Witte and Baron de Rosen dashed up to the conference build- ing. On one side in special full dress were two companies of marines com manded by Major Moses, who rendered the prescribel honours as Witte and Baron de Rosen passed their front,

As soon as the delegates had taken their seats Mir Sato left his obair and went to Mr. Witte's side with the Japanese copies of the Treaty, which he placed before him. At the same time M. Plancon placed the Russian coptes of the Treaty before Baron Konura. Almost at the same moment the two selected, pong from the centre of the table and signed their names first
first to the French and their to the English text. The copies were then eigned by Baron Rosen
and Mr Takabira. Suto returned the
Japanese copies for the signatures of Baron Komurs and Mr Takahira. M. Witto and Baron de Rosen affixed their signatures- to the Russian copies, and the Treaty of was signed, the ceremony Portsmouth was being completed at 3.10.
To this moment no word had broken the silence of the room. Throwing bis pen- aside, M. Witte, without a word, reached THE ANGLO-AMERICAN STORE. across the table and grasped Baron Komura's Hongkong, June 21, 1905,

Baron Komara replied that he sha củ entirely the views of Baron de Rosen. The Treaty of Peace which they had sigued was in the interest of humanity aud civilisation and he was happy to believe that it would bring about a firm, lasting peace between two neighbouring empires,
He added that it would always be plea-- sant for him to recall that throughout the long and serious negotiations which they have now left behind, he and his colleagues had invariably received from the Russian plenipotentiaries the highest, courtesy and consideration, and finally he begged to assure the Russian plenipotentiaries that it would be his duty as well as his pleasure to do everything in his power to make the Treaty in fact what it professes to be in words-a tresty, of peace and amity.
At the conclusion of Baron Kemura's comarks M. Witto arose and said he desired to ■eo Baron de Rosen and the Japanese plenipotentiaries alone for a few minutes.
The four retired to the Russian offico and were closeted for ten minutes. What tran- spired in that final conference of the peace- makers the world may never know. The plenipotentiaries have rofused to discuss it, oven to their socretaries,
While the conference was in progress the secretaries were fixing the official seal to the Treaty, there being four seuls to -each of the four copies. Upon their retorn to the conference the plunipotentiaries then signed the protocol of their last meeting, which records the signing of the Treaty, September 5th, 19/5, at 9.50, at the Ports- mouth Navy Yard,

In view of the fact that His Excellency Shum Chun Hun, Viceroy of Canton, has repeatedly memorialised the Throne for leave to go abroad to seck foreign medical assistance with the hope of restoring him- self to health, a certain consor is reported to have suggested to the Throne that Viceroy hum might be granted the leave he asked for so as to enable him to take a trip abroad, and whilst in pursuit of health enquire into the systems of representativo government in the countries through which he might pass. It is further reported that the Throne has consented to the suggestion, and that Shum will leave shortly.
This information is from Canton official circles, and as there is no confirmation, it should only be accopted for what it is worth. The Chinese here do not believe it,

The British steamer Charterhouse reports: Moderate S. W'ly winds from Singapore to Padaran, thenco N'ly winds. Sept. 28th, at 4 a.m, encountered very heavy typhoon vessel thon bing in Tangkin Gulf, blowing with hurricane force until midnight, the centre passing over the ship at 6 p.m. Wind blowing first from N.N.W, and aftor. wards from 8.S. W., with mountainous en; all movable deck fittings being washed over. board. Steny pipes wrenched off decks and tarpaulins repeatedly washed off hatches, Jare quantities of water going below. During the progress of typhoon all the passengers who wer battened under hatches subscribed one dollar por head for Chin
