The cable has told the facts. Móro interesting is it to try and assign sume resson for thein, to trace thom back to some cause which may enable a remedy to be found. Adopting even Mr Henry Norman's low estimate of the Chinese character, one can hardly imagine that of sheer depravity and inherent ferocity and blood-thirstiness the Chinese minera should, without the slightest provocation, mako weapons of jumpers and bedsteads and invent improvis ed hand grenades and battle axes in order to destroy life and property. If it be sheer wanton devilment, how is it that the Chi- nese in the Straits and Borneo do not be have in a similar way?

as the Rand and South Africa generally HALL OF MONDAY, the 2nd October, deplores these labour troubles, it must not be supposed that there is a widespread desire to get rid of the Chinese. It is cany for the Radical, who has never had a much greater practical difficulty to overcome than that of repairing the parish pump, to sit down and evolve all sorts of schemos for working the mines here without the Chi nese; but poople here do not care to run the risk. There is enough depression and listress here now-suicides amongst out of work are increasing-without adding to it to please the class of people who have, under the plea of philanthropy, done more harm to South Africa than all the ospitalists willeverdo. Besides, depression liere means that the whole of the sub-continent becomes depressed. South Africa lives to a greater extent than those at home realise on the gold industry of the Witwatersrand, and to give up the Chinese experiment before there is a sufficient supply of black labour would spoll ruin.
That the Chinese miners are not failures the record output proves. But they want to be treated with the care born of ex- .perience. And, when the Chinaman is con- demned, it is as well to ask whether there might not have been provocation in the, actions of the white miners, on whose be- half certain peoplo in England are so eager to agitate. Fair play is a jewel, even if there is only a Chinoman concerned, And the recent revelations have rather caused the unprejudiced man on the Rand to change his mind about the Chinese, In. atoad of condemning them on the first report of a riot he begins to ask what was the cause of the trouble.-Pioneer.

New York is soon to have the oddest amusement. onlerprise on the face of the earth in the shape of a tower taller than any structure in the world, and equipped with a larger variety of combined enter- tainments and utilities than anything that has over existed.

The structure will be called the Weber tower,' after the designer, Cari Wober, President of the Weber Steel Conorote Chimney of Chicago, and will be erected probably in some park in Manhattan.It will reach the enormous height of 1,250 feet, 258 feet taller than the Eiffel Tower in Paris and more than twice as tall as the Washington monument. The rasin parts of the tower are to be cylindrical in the form of a shaft, of thirty-five feet inside diameter, the lower 300 feet reinforced by a system of ribs, while the largest outside. diameter will be 140 feet.
Balconies for the accommodation of visitors will be provided at various heights, und the highest platform accessible to the public will be 1,200 feet above the street. lovel, where there will be space for as many as 1,600 persons at one time. Eight elevators will run in the main shaft, with a capacity of about 1,250 persons every hour. The main platform, where there will be a roof garden, will be 1,100 feet high Here there will be refreshment stands, post office, telegraph offices, public tele phones, quarters for a United States weather observatory and several rooms for persons pursuing private scientific re searches.
From the base of the tower up to the 500-foot balcony there will be eighteen stories, some of which will be utilised for office purposes and some for enter ainmont, There will be ample room for a theatre, museum and other exhibitions. The second floor will be reserved for a restaurant, On the lower floor there will be stores.
Several of the most influential capitalists in New York have taken up the enterprise and have been so much impressed with it that the 82,000,00 required for it ia practically ready, and actual work will probably begin before the winter sets in.
The whole structure can be completed and ready for use within a year after the beginning of the work,

RECLAMATION AT CANTON,
A Scheme for Funds.

CANTON, September 28. A movement has been set on foot here which has for its object the raising of funds by reclamation works. The suggestion was made to His Excellency Shum Chun Hun by two junior officials, Teo and Le, and the Viceroy has taken the preliminary stops towards acting upon it.
To prevent occupiers of the foreshores from defrauding the Goverment by illegal reclamation the Viceroy has ordered the Sin Hau Kuk to inspect the title deeds of all foreshoro property.

We translate an abstract of Giard's paper from the Reve Scientifique (Paris, July 1), Says the writer:
It is known that among the Metazoa [al : animals higher than the Protozos] there are two different methods of laying eggs, which are found sporadically among related or different species and sometimes simultano ously, not only among the same genera but among the same species or even the samo' individuals; they are known as exotoky
and 'endotoky.'
The female of an exotokic fish lays her eggs and leaves their development to chanco; the endotokic or viviparous animal,: on the contrary, sits on its oggs and makes their incubation sure, according to very various modes, from the coolentoric diverticula' of the Actinarians to the methods of sitting birds, passing by the buccal for mouth) incubation of certain flsh.
*All these forms, curious and varied, of incubation by females or sometimes by males, have appeared to many minds as an undoubted evidence of love for progeny.

The C. P. R. Co.'s 6.8. Empress of Japan
arrived at Kobe at 7 a.m. on Wed nesday, the 27th Sept., and left again at 12:30 p.m. on same day for Yoko hama, where she is due to arrivo at 1 p.m., on Thursday, the 28th Sept.
Steamers Expected. The C. P. R. Co.'s 9.9. Tartar left Yoko hama on Sunday morning, the 24th Sept., for Victoria and Vancouver. The O. P. R. Co.'s 8.8, Athenian loft Van- couver on Monday afternoon the 18th Sept, for Hongkong, via the usual

The I.-C. S. N. Co. Ld.'s 9.8. Kulsang, from Calcutta and the Straits, left Singapore for this port, on the 20th Sopt.
The Bucknall Line 8.8. Baralong left Shanghai on the 26th Sept., and is due here on the 29th Sept.
The s.8. Ghazee sailed from Singapore,
on the 26th Sept.
The N. G. I. S. S. Capri left Singapore for this port on the morning of 28th Sept., and may be expected here on or about the 3rd Oct. The s.s. Lothian sailed from Liverpool on
the 2nd September for this port, via, usual ports of call,
The 8.8. Athell sailed from New York, on the 12th September, for China and Japan.
The
Jaya-China-Japan Lijn steamer Tjimahi left Kobe vin Amoy for this port on the 22nd Sept., and may be. expected here on or about the 2nd Oct.
Latest Advices.
The M. M. Co.'s str. Oceanien, with the FRENCH MAIL of the 1st September, leaves Saigon on Friday, the 29th Sept., at 4 p.m., and may be expected here on or about Monday, the 2nd Oct. This packet bringe replies to letters despatched from Hongkong on the 20th July.
The E. and A. Co.'s s.s. Empire left Syd- noy on Sept. 15, and may be expoct- od hero on October 6.
The C. N. Co.'s" 8.8 Taiyuan, from Australian Ports, left Manila on Sept. 29, at 6 p.m., and is due here on Oct. 1, at daylight.
