This scheme starts from the same: minimum ($240) as the existing classifi cation scheme but goes to a slightly lower maximum ($2,040 in place of $2,100.) instead of biennial increments in the 3. It provides the encouragement of annual lower classes and while retaining the biennial increments in the upper classes: doubles the amount of them.

The maximum of caol class is soparated from the minimum salary of the class above it by the amount of one in- crement. The system offers to a young man with the necessary educational qualifi cations, who joins either of the lowest clas- throughout his career, Of course there will ees, the chance of fairly regular promotion be mang cases of a clerk when he has rea ched the max mum salary of his grade not being considered suitable for promotion to a higher one and being passed over by others of better qualifications when vacancies occur in the higher grade.
