He was looking well and hearty, and appeared in mush better health than when he left England. four months ago. He explained, with some little natural pride, that he had conducted 140 meetings during his tour, and hud been received and welcomed by the Governor-Gonoral and the Governors of every state in the Commonwealth.

It had been urged, he said, that his scheme of colonisation was likely to injure the sys- tom of emigration now in force, but his reply was that his schome was the best and most systematic form of emigration the world had ever known. The groat difliculty in it was the method of selection, for it would never do to encourage the deportation of men who wore useful to this country. But there were hundreds of thousands of men whose lives had been wrecked, and who, un- der different conditions, might be able to- earn a living. It was these whom the Sal vation Army wero in a position to weed out. Still, he would never undertake the task of selection, unless he was also given the care of the mon ou the voyage and after their settlement. He would do nothing either, except under a system of repay- mont, which must be rigorously enforced. 1376 Many cases had happened in the past where land had been granted on much too favourable terms, but that war because the Army had been too generous.

The General went on to say that in Mr Rider Haggard's report the case for colo nisation was fairly and intelligently stated, and that the appeal in it should be recog- nised by the Government, who should give effect the representations of its own Commission. Years ago he had formulat ed a scheme for peasant-proprietorshid. and while in the Colonies he conferred with many prominent statesmen and others, who had told him that such a scheme was not only possible, but one that could be worked with great success. His schome and the one now propounded were identical. In-se- lecting candidates for such a systeni of colonisation, he would take, first, young and healthy inen from rural districts and, second, agriculturists who had moved into the cities and failed there. At first he 1668 would not touch the town-dwoller, although even that might be possible later on..

In Western Australia he had acquired - 20,000 acres of land which he was clearing and developing, and which would be a home for the Army's waifs and straps in that country, but he had no idea at present of recommending Australia as a likely country to which to export then from England Much as they needed people, the Labour Party wore bittery opposed to immi grution, but he could not help thinking that when so generous and so warm hearted a people as the Australians got to know what

French Company Winding Up.

LONDON, September 2.

In connection with the reports of a possible liquidation of the refineries of Egypt, due to the suicide of M. Cronier, it is declared in Paris that the French Courts have no jurisdiction in

the matter.

A liquidator has been appointed to wind up the Henri-Say company.

[A telogram appeared in the CHINA MAIL on August 30 announcing the suicide of M. Cronier, a great French financier. Cronter had been speculating heavily in sugar, but the investments turned out disastrously for him. His liabilities were estimated at £2,000,000. The Henri-Say Company is

one of the largest sugar refineries in Franco.
