THE PLACE CONFERENCE,
Japanese Press Comment on
the Situation.
The latest intelligence from the Peace
Conference has been of such a nature that
the Japanese Press now agrecs in taking a decidedly gloomy view of the situs ion. Newspapers of a Chauvinist tendency pro- fess surprise at what they consider the inadequate terms of posce demanded by Japan, and say the Japonese will have no cause of regret if such easy terms are found unacceptablo by Russia,
If rumour is to be credited, the Jiji Shimpo says, Russia has refused to enter- tain Japan's terms as to the reimbursement of the war expenses and cession of 'Saghalien, If these two items be excepted, the rost are of secondary importance, and it is doubtful whether thero is much room left for further discussion. The only territory of which the cession is demanded is already in the occupation 1376 of Japanese troops. As to monetary com-
pensation Japan, in order lo save Russian amoure proper, used the word *re-

MELVILLE, GLYN & CO. CONTINENTAL STOCK, SHARES AND PREMIUM BOND DEALERS,
extremely liberal terms are not accopt. able to Russia, this simply shows that she has no sincere desire to negotiate- for peace, and consequently the blame for the breaking off of negotiations will not attach to Japan. It is rather curious to observo that, Rumia, who has almost ignored Sagbalien, during the thirty years of occupation, should suddenly dis over the rich resources of the island, so that its cccupation by Japaneso is said to have caused groat excitement in St. Petersburg The Russians probably in- tended to offer Saghlin in lieu of an indemnity when terms of peice carne to be discussed, and they have evidently mot with dis ppointment in the unexpected occupation of the island by Japanese. Such being the case, it is not unuatural that they should pretend to decline to cedo the island with the object of reducing the indemnity as much as possible and finally surrendering. the island in place of money. LONDON, August 28. The Peace Conference has been adjourned again, but it will meet on Tuesday.

In London a brighter view is taken of the outcome of the Conference and in fluancial circles especially the general tong is optimistic.

As a passenger on the s. s." Willehad," which arrived yesterday, Mr Oliver Bain- bridge, F. S. A., F. R. G. S., etc., ret foot for the first time in the Colony. Mr Bainbridge has made a searching study into the educational systems of the world; in fact, he is still engaged in his life's work, which first commenced many years ago. It is
tun years since he commenced his travels; seeking in the highways and by,ways of the. world for enlightennient. His ever-present · Balf imposed labour is to enquire into the educational conditions that rale, and pre- sent to the world a compilation of the ideas of all the educational experts, together with his own impressionė gained from first-hand knowledge.
LONDON, August 27. There is no development of the situation n Portsmouth; the Russian attitude is no- changed, and the Japanese have made no. fresh proposals; it is understood that pre sident Roosevelt is continuing his efforts.
The Conference adjourned, after sitting an hour and

A representative of the CHINA MAIL bad the privilege of an interview with Mr Bainbridge, and passed a well-spent hour: with him in his room at the Hongkong Hotel. Mr Bainbridge is an of striking personality, and his entertaining manner stamps him his as a lecturer of the first order. His keen powers of observation, which are combined with a facility of ex- pression, are evidenced by the material he has collected in the various countries he lias visited in the comparatively short space of time he has boën able to devote to them.. His line of work is mapped out before-haud and he strikes at once at the fount, gleaning all he desires to before the average man has settled himself down to think about it,
During the interview Mr Bainbridge spoke at length of his discovery of a tribe in New Guinea, called the Black Jews, it assuredly will be of great interest to He is proparing a book on this subject and ethnological and anthropological science, to which Mr Bainbridge has already contri- buted. His work on the Ethnology of the Polynesian Race met with com manding attention from scientific mer and students and created a deep impression. Even though not losing sight of his main-idea-the furthering of education-Mr Bainbridge has found time to devote himself to literature on the sub- ject of the Jewish race. NIAGARA FALLS, July 17.-Carlisle D. Graham of this city and William J. Glover, Jr., of Baltimore, successfully swam the lower rapids of the Niagara from the Ameri can side of the whirlpool to Lewiston this afternoon. The distance of four miles was covered in twenty-six minutes by Glover.
The start was made at 4.02 p.m. from Flatrock, which is on the American side, The swimmers did not venture in the upper rapids where Cap'ain Webb lost

His life belt saved him. Graham by this time had gained on Glover and when the two men renched the end of the rapids just above the suspension bridge at Lewiston there was but a little distance between them. Swimming in the swift, smooth current was hard for Graham, but ovidently easy for Glover.
At 4,28 o'clock Glover was pulled up on the dock at Lewiston. He was drossed, and about fifteen minutes later telling his story: Graham was taken to a hotel in a waggon and did not leave his bed until late in the afternoon. "Neither of the men was injured. Graham had swum the lower rapids twice before. Ifo is about 55 years of age, while Glover is 35 years old.
