HANDS BENEATH THE SEA,

Case for the Channel Tunnel.

To-day in the Houre of Commons Lord Edmond Fitzmatrice will ask the Secretary to the Board of Trade if any communica tions have recently taken place in regard to the Channel Tuunel boiween the British” and French Government, and if it is

Pro-

posed to continue the prohibition which has prevented the progress of the work on this side.

The question will be put at an opportune moment. Never wore the rela tions of Great Britain and Franco more cordial than they are at the presont time. At Brest a few days ago M. Col- lignon, prefect of Finisterre, when greeting Admiral May in the name of the French Government on board the King Edward VII, said, in an eloquent speech, The friendship of the two great peoples who have the longest and most glorioua history, and who are devoted to the same ideal of

peace and civilisation, will be the greatest: and happiest event of the century which is beginning. The dovelopment of this friendship is a great factor making for the maintenance of peace. It can best be cultivated by facilitating the intercourse

THE 'REALM.' between the peoples of the two countries.

Considering the distance that separatos us, it is quite extraordinary how little wo see of our next-door neighbours. The number of tourists from Franco who annually visit. our shores is ridiculously small. The horrors of the double journey across the:* Chainel are mainly accountable for this. The risk of mal de mor is what deters the theusauds who consider a visit to England too dearly bought at the price of a double dose of rua sickness..

M. Cambon, in a speech on May 0, said that he hoped the construction of a Chanuel tunnel would be the outcome and develop- ment of the growing frienship of the two peoples. At the time when the construc- tion of this project was last under aorious 1174 consideration it was proved that so far from there being any corious engineering difficul- tics, the stratum of chalk which ran from one shore to the other was ideal for tunnelling through; and the improvements in tunnelling work since then-during the past quaster of a century-have made the proposition still easier.

As regards the obstruction of the tunnel apart from its complete destruction, Co- Ionel Majendie, C.B., R.A., in his

evidonce before the Select Committee in 1783, said,There are any number of ways of obstructing it; there is no difficulty about that if you have warning, and you want simply to close the tunnel, or temporarily to disable the tunnel, or to deny it to an enemy, there could be no difficulty in multiplying means which would be perfect. ly effective. The modes suggested for the temporary closing of the tunnel were various, from those of a merely temporary nature rising to the higher class of those which were called temporary domolitions,' which would render the tunnel useless, and deny it to the enemy for a much longer period, on to the methods for destroying the tunnel utterly, when Colonel Majendie saya a hole might be made which would so effectively destroy the tunnel that it would be almost as cheap or-as easy to make a new one as to repair the old one. struction or destruction of the tunnel have been improved since that evidence was given twenty-two years ago, it is reasonable to suppose that they will be still further per fected during the ten years that must elapse bofore it can be completed.

It certainly appears that there is a fair caso now for reconsidering the whole pro- position. The more mooting of this ques tion in England would be to hold out tho hand of friendship in a way deeply signi ficant of the genuineness of our feeling. There would be something more permanent in it than tho effervescent sparkle of champagne in the glasses raised to cordial toasts. The engineering skill of the two pations is certainly equal to the task of closing the open door between the neigh. bours if ever the time should come when that will be necessary.

To those who study the high politics of the world, and sock for the maintenance of peace as the statesman's highest sim I appeal, and ask is there anything that stands out more luminously clear than the essential importance of France and Eng- land becoming fast and genuine friends. Through Franco we may come to a final understanding with Russia. By our alliance with Japan our word cannot be gainsaid if we say there shall be peace in the Pacific. A similar understanding with-France, and might we not jointly declare that Europe, must have peace? Is not everything pro- pitious at this moment for opening the noighbourly door and giving the friendly noighbours the opportunity of knowing and understanding and appreciating each other better? Has not the time come for the two great democracies of Europe-the one not the less a democracy becauso Edward the Peaco-maker is its King--to grasp hands heneath the sun ---The Chronicle.
