Attack on Sir John Fisher,
Thenrticle in Blackwood's Magazinedirect? ed against Sir John Fisher and the present Board of Admiralty has bad an explosive effect at Whitehall. The article is a power- ful indictment against the reforms associat- od with the name of the First Bes Lord. It is written in language which shows that the writer is a master of literary style 3. that he is a diplomatist; and that he has lived ic the atmosphere of Courts as well as fleets,
The thesis of the “ Blackwood" writer (s that the Admiralty is retrograde. He sup- ports his thesis by the following facts;—
1.-The First Sea Lord is president of the Designs Committee and is thereforə a
medelor.
has taken on himself the respon sibility for the most important part of the matériel, and therefore neglects other duties.
2.-Ho
.
3.—He has appointed a junior ofloor as Third Sea Lord, and is therefore unjust to seniors.
4. He has indulged in an unreasoned craze to hastily condemn ships as obsolete" —an action. *quite contrary to war expori- once '; and, again, 'the present Admiralty Board do not seem to appreciate the fact that the concentration of the armoured cruisers' leaves the field dear to smaller cruisers to

For instance, if the organisation for war contemplates the use of battleships and the Third Set Lord builds a fleet of the County or the Condor class, what becomes of the First Sea Lord's responsibility for organisation for war? Is it not obvious that if the First Son Lord is to be really responsible he must have something to say on the character of the designs 1 In other words, reason and sense requiro that ships shall be adapted to war policy, not war policy to shipe.

(5) The "Blackwood" writer alleges that Sir John Fisher has neglected the study of war. This is not the opinion of the men who will have to fight the ships. If their opinions wore taken by ballot they would say that the Navy has every confid- ence in their prosent rulers, who are the most progressive men who have been at the Admiralty for years, and who have
·Couisge to carry out their own ideas.
The "Blackwood writer thinks the new distribution of the Elect unsound. He objects to the Atlantic Float being based at Gibraltar, but the great majority of naval officers affont regard the new dis- tribution as a brilliant piece of strategy, for with Gibraltar as a base, the Channel Floot becomes the pivot force of a huge fighting flest. sible enemies can no longer base their in- casion plans upon the exercise of their skill in the decoy of British Floots to a distance,
So far the Blackwood' indictments aro fairly refuted. But there is more than refutation required. Sir John Fisher has destroyed the compartment' kystom in naval administration. It is no longer

divided into "my front garden and your N. LAZARUS,
front garden. There was recently a fonco
at Devonport erected at enormous exponso which divided the victualling yard from the naval ordnance store-both Admiralty property. That fonce is to be pulled down. The Blackwood' critic will object; the public will approve.
Here is another instance of the old system which Sir John Fisher has stabbed to the heart. Three years' stock of one pattern drinking tumbber is kept in every dockyard, victualling yard, hospital store, and còn scrvíčo medical store all over the planet. That' is to say, the British nation possesses for the use of its feet fifty-four times as many tumblers as ever will be wanted. This is the re-ult of 'compart- monts" - a system dear to rectred admirale, popular with the patrons of bath chairs at Bournemouth and Brighton, but costly to patorfamilias. The story of the tumblers is true in regard to millions of pounds worth of other duplications.
The writer in "Blackwood" in deriding spoed' indicates curious ignorance of the modern conditions of gunnery afloat. The old-time manœuvring for the woa her guage is now replaced by manoeuvring for the sun and the wind. The best sun position is the property of the quickest ships. Speed also gives the choice of range and is the funda montal principle of fighting atleet:-The- County class of ships cost £15,500,000 ster!. ing, and their biggest guns are the obsolute Gin. The present Board of Adiniralty have scrapped ships in order to spend money on spoed and gunnery. If ships aro designed careless of the fundamental law of modern battle, defeat is the result.

Acadeinic critics the Blackwood* type were dealt with cruelly by the Lord Chancellor at the recent dinner of the St. A certain numiral on George's Society.. the retired list had made reflections on the Admiralty, in languago which stirred Lord Halsbury to wrath, and he spoke ng follows:--He said he was reminded by some of the previous speeches of the critics who addressed George III., saying, 'Why Sir, your Commodoro Nelson is mad! Upon which the King is said to have replied, 'Is he? Then I wish to heaven he would bite some of my admirals.' The Lord Chancellor's spirit was unexception able, but he was wrong in his history. was Wolfe, not Nelson, of whom George III. spoke, and it was gencrale, not admirals.- Chronicle.
HEADACHE AND DEPRESSION
H
BANISHED BY BILE BEANS. EADACHE can often be traced to a disordered-state of the liver and digestive organs which become run down and are unable to perform their work. Bile Beans, by their stimulating action, assist these organs to a healthy condition. The headache then yanishes as a naturál consequence,
Mrs Knight, of 17 St. Edmund St., Northampton, England, says:- My illness commenced at first like a bilious attack, and gradually grew worse. My headache become so bad that I could not stand and was so dizzy that I fell down if I tried to move, I really felt as if I should go mad. The attacks commenced a little over five years ago. The pains across my head wore so severe that I felt utterly helpless.
I can't convoy an adequate idea of my sufferings. I lost appetite, and could not digest what I did eat, and felt sick, weary, and worn out. Iwent to-one doctor and then to another. They eased me for about a day, and then the attacks came on as bad ds ever. I spent a lot of money this way. Each day when I got up I never felt fit for anything. Sometimes I tried to work it off, but it was no use. The pains gradually got worse, and then-when as bad as they could be thank God, I found a curo.
I read of Bile Beans in a Pamphlet brought to my door. There was an socount of a similar case to mine which Bile Beans had oured. I thought I would try them, so I started with a bottle, and after I had taken that, my head was getting better. To make sure of a permanent cure I kept on with the Beans for a few months, and now, as you see, I am the very picture of health. All my friends have noticed it. I bave never had my head bad since, and in view of this, and my general manifest in provement, I can say that Bile:Beans have absolutely cured me, I feel like a new woman, and shall always keep some of the

MYSTERY OF THE VEILED
MURDERESS.
NEWBURG (N. Y.,) May 14.-Honrietta Robinson, known as the veiled mur-
deress,' and convicted of the catur by
poison of Timothy Lanigan and Catherine Lubee in Troy in 1853, died at the 2181 Mattewan State Hospital for the Insane at 8 o'clock to-day. The motive for the murder was never learned. Her name was all assumed one, and to the very last she refused to reveal her identity, The only time she ever said anything as to who she was occurred about a year ago when, in an unguarded moment, she said she belonged to one of England's royal families. She was sent to Sing Sing in 1856, transferred to Auburn in 1873, and sont to Mattewan about fifteen years ago. Although mentally unbalanced, she was quiet and employed her time in making lace. The prison records show her to be 78 years old, but upon her birthday annivers. ary on Wednesday last she said she was 89. In many years she had seen no one but her counsel, Martin I. Townsond of Troy. A woalthy Philadelphia woman, whose name the hospital authorities refused to divulge, invariably sent ber a large box at Christmas time. No one has claimed the woman's body.

CHICAGO, May 15.-The well of mystery which more than half a century hid the identity of the Veiled Murderess,' who died in prison at Mattewan, N. Y.,
yester day, has been lifted by the hand of Mrs Charlotte P. Norris, 1,426 Newport Avenue, Chicago, The so-called Veiled Murdoress' was a classmate of Mrs Norris
at the famous Ella Willard School at Toy,
N. Y. sixty years ago.
The maiden name of the woman, who was A puzzle to the authorities ever sinco her arrest for murder in 1853, was Charlotte Ward. She married an Englishnian of rank, Sir Walter F. Elliot, but she ran away from his home in England two years after the marriage. She came back to America to find the house of her father, a wealthy Canadian merchant, shut against
her.
Mrs. Norris, while under no obligations so to do, has kept the knowledge of the Veiled Murderess a secret through all the years since her arrest and conviction on the charge of killing Timothy Lan'gan and Catherine Lubeo in Troy, N.Y., fifty-two years ago. The Chicago woman went to Sing Prison more than thirty years ago to see Lady William, then a prisoner at that institution. She was with her for an hour. When Mrs Norris came from her with the woman convict, the prison authorities beg- ged her to tell them who their charge was. She declined, knowing that her old school- mate did not then wish her identity known.
THE MASTER GUNNER.
In Cassell's Magzine for June is a special personal article on Rear-Admiral Percy Scott, by an anonymous author who evident- ly knows his subject well. Ho tells suc. cinctly the true story of the mounting of the "Terrible's" guns for use in the defence of Ladysmith-The Terrible's" 4*7 quick- firing gun on Scott's platform mounting at Ladysmith is a strangely simple picco of mechanism. The Boers possessed siego guns, as Arabi did in 1882, and were in-a position to push them to the front. The soldiers realised almost too late

The Terrible," on her way to China, was ordered to the Capo, and arrived just as Ladysmith was threatened, The immense military significance of the fact that much heavier long range guns were necessary at the front than had been employed previously by any armies in the field was a principle-originating, not with the army, but with the navy. It had a great influence upon the fortunes of the war. It is a piece of England's proverbial good luck that, although no guns, mountings, or men were on the spot, a ship and a man. who could improvise mountings arrived three days after the outbreak of war, In the courao of a week Scott had made a'l
