Considerably excitement has been caused at Tangier by an incident that occurred at the British Consulate. Mr Mitchell, the Acting Consul, had occasion to intervene in the case of an English girl, married at Manchester to a. Moorish acrob.. at named Bon Cassem. Reviewing Mr Philip W. Sergeant's hook The Courtships of Oatherise, the
· Great,' the Standard anys :-Wo are bound to say that there is not much that is new in Mr Sergent's monograph." In fact, it atrikes us as a rather superfluous book, at all events to those who are acquainted with the pages of Waliszewski It would be absurd, as well as unjust, to try such a woman's conduct by ordinary standards of morality, for Catherine was trained-in a school for scandal, and married when littlo more than a child to a brutal and half- idiotic husband. Her natural scepticism and strong passions, her love of attory and of pleasure, the dissolute society which surrounded her, and the lax standards of nor age, inust all be taken into account. It is possible to look at Catherine in many lights in her intellectual strength or in her moral weakness, in her munificent pro motion of public works for the betterment of the Empire or in her barbaric splendour and vulgar licentiousness, in her splendid dreams of Eastern conquest or in her vindictive attitude towards Poland. Some years ago it was very common, the -modus operandi being for a couple of men to work on the credulity and cupidity of Chinese womon, or children, by asking them to change a roll of counterfoit bank notes or pawn some articles of jewellery for them for which they were to receive a commission out of the proceeds, The notes are generally done up in parcels covered with a genuine bill, while Insido are bogus notes; or evon common paper. Those are represented as being worth several hundred dollars and the men say that they are a rangers to the city and do not know how to set about getting the money changed. Whenever, under the above conditions, she caught my eye, her hand would invari ably fly up fan-shaped to her little snub nose, and the figure would be continued by the other hand similarly extended, until the last finger seemed almost to touch the back of the doctor's head.
