A FRENCH ACCOUNT OF JAPANESE RESOURCES,
Pants, May 3.-Onepf the corresp dents of the Journal at Tokio, M. Balet, writing on March 17, just after the. batile of Mukden, gives a very pessimistic – account of the situation as far as Russia is concerned. M. Balet thinks that ought to make peace, for he know
well enough to believe it highly doubtful that Russia can wear her out financially and no less improbablethat Russiscan evar worst her on land or on ses. He admits that the internal altuation of Russis in an unknown quantity. The most erroneous notions press vail as to the financial strength of Japan says MI. Balet. The fourth national loan" of 250 millions of france was taken up by the people as joyfully as was the first. The new taxes are paid without demur, and instead of there being any truth in the reports as to growing misery in Japan, that country was never better off. is, it is trub, some stagnation in trade, but no real drop in prices. Japan, says Min 1376 Balet, can always borrow money so long as she can provide two things-guarantees and victories. She has guarantees enough and victories galore, each day offer. ing her moro and more decisivo If Russia fancies, therefore, that she will starve out Japan save by carrying on the war for four or five years. which is unlikely, she is gravely misine... formed. As for beating her in battle, M. Balot thinks that this is just as unlikely. The Russian army, in his opinion, is do inferior, all things considered, to the Japanese ariny that the latter would be victorious even if pitted against its enemy in the proportion of two to three. The Japanese reserves are far from exhausted, soldiers in and Japan can take excellent – three months. M. Balet has no more hope of a Russian victory on sea than on land. In a word, he regards Russia's cause alterly: compromised, and she has but one thing to do-to make price. Peace would be well

Perhaps the most romantic feature is the story that Mile. Meontieff, converted two nieces of Governor-General Tropoff, Mile. Tropoff, and Princess Denisheff, to the doctrine of assassination, and that after the arrest of her montor Mile. Tropoff, actually attempted the life of her unclo, firing two shots at him, both of which mis- Brd.
Thereupon the two girls became
panic stricken and attempted a Tropoff, throwing herself under a train and Princess Donisheff shooting herself. Nel- ther of them succeeded in killing herself The fatty has since tried to make it ap- poar that the girls' acts were the result of a mutual pact for self-destruction, both boing in love with the same man an officer of the Gaards. ̈

number freely available, no large a of persons should seek to contaminate what poots describo as the pure element,' not only with carbonic acid gas, but also with a great variety of physicky abominations of different kinds. Dr Hainer attributes the custom, in some degree, to the fact that our potable waters, by the filtrations and other processes necossary in order to present them to the consumer in a state of 'sutisfac- tery purity, are deprived of a freshness which is grateful to the palate, and that this is in a cortain degree restored by the artificia aëration.
