The fresh root when chewed at first tastes sweet, aromatic, then bitter, acid, and pun- gent. It provokes an abundant flow of saliva. It contains about 50 per cent. of starch, a little pale yellow essential oil, and a small amount of resin, and a substance known as kavahin. The latter, ammount- ing to 1 per cent., is probably the source of the toxic qualities of the liquor, The resin and kavahin are insolable in wator, but solu ble in saliva and in the gastric juice. The flavour of the liquid is at first like soapsuds, but afterwards a pleasant, faintly bitter flavour is experienced.
The great kava bowls, carved from a solid block of wood, for the natives know nothing of joinery, are fine pieces of work. The drinking cups of cocoanut shell are also finely, finished and highly prized,
As the liquid is drunk fresh there can be
no fermentation in the popular sense of the word, though chewing the root would in the strict sense by a process of fermentation change the starch to sugar. In other words, the drink is not alcoholic. The Lava prepared by chewing said to be more palatable than that made by grating. There is no other drink prepared by man that exactly compares with kava. In Brazil a "drink, chica, is prepared by chewing, but the liquid is allowed to ferment in earthen jars. Maize is similarly treated in other parts of South Amerian, but both these drinks are, of course, alcoholic.
Alcoholic drinks are almost universally found. Evan our Australian natives are said to bavo prepared them in some places, Kava is at first stimulating, but the effect of excess resembles that of opium, producing & drowsy drunkenness lasting for a couple of hours. The inebriate, says Mr Hough, is asudly peaceful, but sometimes is irritated by noises. The results of excess are skin disease, emaciation; and-general. decrepitude. The peculiar whiteness of the skin caused by kava-drinking 18 said to be sought after on some islands as a sign that its possessor is welthy enough to devote his time to its acquirement.

The massacre has stirred up tremendous excitement among the Jews of the entira world, and in England and America, and they are calling on the British and lˇnited States governments to take a stond in the matter. The editors of Jewish papers all over Europe say that it is the intention of certain governors of Russian provinces. to allow the Jaws there to be murdered, and that the anti-Semite fanatics are given free hand in stirring up the massesagainst the Jome by allegations of poisoningand de- frauding Cablenews.
PEACE NEGOTIATIONS.
The Terms Discussed
TOKIO, May 12,-Peace between Japsil and Russia would now be a fact had not the Baltic feet under Admiral Ruzhdest vonsly entered the China sea.
This was the disclosure made in diploma- tic circles to-day. It created something of a sousation as it had not been known, though perhaps suspected, that the ego- tiations looking toward peace had progres-" sod so far. It seems that during the time the Baltic ships were coming through the Suez canal and the Malacca straits and lingering around ports en route, overtures for peace had been made to both nations by disinterested rulers, and that they had been locked on with favor by Japan and apparently by Russia.

It is said that the terms of peace discus- sed by these third and fourth parties were as follows:
The first step was to be taken by Russia by withdrawing her forces from Manchuria. Vladivostock was to be unfortified and mades free port for all nations.
Russia was to pay Japan about $300,000, 000 indemnity but this was to be secret so as not to shame Russia,

siderable space to the case, and report that Hoch was arrested in Chicago on a charge of bigamy, and the inquiries which were instituted as necessary to prove a case against him, revealed that he was one of the most callous criminals of recent years. His methods were of the most extraordin ary kind. Daring the last dozen years he is alleged to have married 43 women, 20 of whom he in due course despatched. When confronted by Detective O'Neill, in com. pany with Detectives Cahill, Kems, and Frye, he answered to the name of Hoch, but subsequently said to the officers, I am not Hoch, and it has since been ascertained that his real name is Jacob Schmidt. He was born at Biugen, on the Rhine, in 1862. It transpired that he fled from that place, where he left a wife and four children, to escape for fraud. Hooh, or Schmidt, had studied af Hoidelberg University, and had acquired a thorough knowledge of che mistry, which he appeared to have turned to account in the disposal of his future wives.
He landed in America in 1892, and in Chicago he began his life of love and murder," which brought him' into contact with the officers' of justice.
