And then, what authority is there for sscribing this inordinate ambition to Japan ? She did not bring on the war with Russia. She tried by every honorable means to Avoid it. If Russia had kept her promises to Japan and to the other powers about Manchuria there would have been to war, The present struggle, therefore, represents no exhibition of land hunger and conquest on Japan's part but only the praiseworthy spirit of solf preservation. Seeing that Russia was spreading out to her detriment and against a positive agreement on Bus, sin's part Japan, purely in self-defence, drew the sword: Why then should we su. spect. Japan of a purpose to play the part of a bad neighbor toward us as soon as she has settled her score with a had neighbor

of her own!

We did not have Japan in view when we went to the Philippines, and our purpose to remain is, of course, wholly without regard to her. Our policies are out own, and are our own, and are without intention- al unfriendliness toward any power. But there is probably no power which ex. periences more satisfaction in our presenc in the Philippines than Japan. She is one of our best friends, and has good reason to know that wherever our flag is planted improvement follows, and where there is improvement a progressive country like herself has occasion to rejoice,

Japan are not given, for steamers are constantly sailing for those ports, All the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & O. mails usually reach London in about 28 days, and the French and German in about 28 or 30 days

Facilities for performing inoculation will be arranged for wherever there is an indi- cation that they are desired. From the course of the epidemic during the past years there is every reason to fear that it will gain strength after two or three months in the Southern Districts and States of the Presi- dency, and a little later in the northern Deccan and Gujarat. The present, there- fore, is the time for action. If operations could be begun in time so that a consi- derable proportion of the inhabitants of the areas likely to be affected are made immune éven for a period of six months, the Go- vernment are convinced that thousands of lives might be saved. It remains for those who by their superior education are able to appreciate the evidence before them to exert their influence with the mora igno- rant of their fellow countrymen and induce them to take advantage of the means of protection which science has placed within their reach.

Lord Kitchener's Position.

A telegram from London, dated May 6, states that Mr Dalziel having enquired whether there was any official information. that Lord Kitchener was dissatisfied with the existing conditions attaching to his post, Mr Brodrick said that Army Administration in India had been the subject of corre spondence between the Home and Indian Governments. It was at present under the consideration of His Majesty's Govern- ment. He declined to lay Lord Kitchener's memorandum on the table because it was part of the correspondence. Mr MicNeill asked if Lord Kitchener had resigned. Mr

Castaway at Long Island.

An interesting story of the sea in furnish. ed by the officers of the schooner "Enter prise," which returned to Sydney on March 24 from the Chesterfield Reef and Islands. The "Enterprise" is a schooner of 84 tons, and she was chartered at Sydney for an island expedition, the promoters being a Melbourne syndicate. The result of the trip has not been disclosed, but it is under stood the the venture was in connection. with some rich guano deposits at the islands. The schooner has brought back to Sydney a quantity of lumbor, 191 pics in all, which was found atrown along the roofs off the Chesterfield Group.

secure the timber, and it was taken on board the schooner and brought on to Sydney. Strange to say, nothing way found that would give a clue to the name of the wicked ship. The captain of the "Enterprise" is of opinion that a lumber vessel, bound for Australia, has been wrecked on the Chesterfields, and that all hands have been lost.

Relics from the wreck of the ketch "Siskin" were also found on Long Teland. TheSkin" was a small island boat employed in the interisland trade of

WAS II tho Solomon Group, and she lost some years ago while on a return voyage from Queensland to the islands mentioned. Among the discoveries in the hut on the island were sonie interesting papers. One was dated November 24, | 1895, and read as follows..—

'LongIsland, Chesterfield Group.-This is to certify that I, the undersigned, mate of the ketch" Siskin," wrecked here on 29th September, 1895, end ō kanakas, have this day left here in the schooner (something indecipherable), for Cooktown. Any peron or persons calling here who are not in need of any stores or things left here, will please to leave them, as the myster and owner of the ketch, who left here in boat for the Queensland coast 3 weeks ago, expects to be able to get back here; and take them to their original destination-the Solomon Islands. --A. C. Backman

Hongkong Tides. The tide table given below has been Compiled at the Nautical Almanac Office

In London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean soa level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 Feet 4 inches, and on the gauge at Lamont Dook, Aberdeen, add 10 feet 6 inches to the height given in the table.

Add 23 minutes 18 seconds to the figures given below to correct to Zone time.

The O. P. R. Co.'s a.s. Empress of China arrived at Yökohama at 8 am, on Monday, the 5th May, and left again at 2 p.m. on same day for Kobe, where she is due to arrive at 5 pm, on Tues day, the 16th May.

Steamers Expected.

The O. P. R. Co.'s s.s. Tartar left Yoko- hama on Saturday afternoon, the 6th May, for Victoria and Vancouver. The C. P. R. Co.'s s.s. Athenian arrived at Shanghai at 6 p.m. on Sunday, the 14th May, and left again at 4 a.m.

on Monday for Hongkong, where she
