The Peking correspondent of The Times telegraphs that the Opal contract for the Anglo German Tientsin-Chin-kiang trunk◄ railway has now been drafted by the British' and Chinese Corporation and the Deutsch- Asiatische Bank, and will shortly be formal- ly laid before the Chinese Government. Count von Bitlow's instructions to Baron Mumm von Sohwarzenstein, communicated to the Wai wu-pu, ace that Germany will decline to open commercial treaty negotia- tions as provided by the protocol of 1901 until the final contract for this railway has been signed. The preliminary contract pro- vided for a losm of £7,400,000 of which two thirds was to be German and one-third
