The French Mail steamer arrived in port from Saigon this morning and greatly to everyone's surprise did not encounter the Baltic Fleet, or indeed, as far as she knows, any Russian vessels, on the voyage. When seen by a CHINA MAIL representative this mrning the Captain of the “Dumbea " said that he left Singapore on the 11th instant an had heard of the movements of the Baltic Fleet so was on the lookout for it

The only war vessels that they sighted was when the steamer was about 14 miles West of the Anamba Islands, when the lights of two large men of war, which he took to be battleships, have in sight. They were too far distant to make them out at all clearly but he folt certain that they were battleships or largo cruisers, but whether they were Japanese or Russian" he had not the least idea. This was after dark and the ships were signalling each other with their electric lights, using the Morse code with red and white lights. The closest that they came to the "Dumbes" was about four
