A Liberal Government's first duty in enlonial matters, Lord Rosebery continued, would be to appoint a commission of judi- cial and fair-minded men to institute an. independent inquiry into the state of things in South Africa. Secondly, its duty would be to frankly infrm the colonial conference that the Government had no mandato from the constituensics to deal with taxation of foud or raw material. [Lord Rosebery's proposal to put Lord Kitchener at the head of the War Office was defend d by him in a speech at a great Liberal meeting at Portsmouth, Plymouth, on January 16, 1913. After describing Lord Kitchener as the Hercules who alone could carry out needed military reforms, Lord Rosebery characterised the oppostios to his proposal is coming from old women, Ho saw no necessity for the bend of the War Office being a member of the Cabinet, Au. Secretary of State, he might only be summoned to the mortings of the Cabinet which had to do with his department, and he might be definitely cut off from the cok lective responsibility of the Cabinet. It was in the power of the Sovereign-to-eum- mon any Privy Councillor to any. Cabinet for any particular purpose, There were precedents for it. Continuing," he said,
When you have a great reform to carry. out, and when you have a great man at hand to do it, for God's sake drop precedent for a moment, and come to business.'

Speaking of her sufferings and cure, she says
For three yeay I suffered acutely from constipation, which brought on Jassitude, and over powering drowsiness. At times the pains I experienced after taking food were so bad that I actually fasted for three days to avoid them. I was lwaye dull and heavy, and suffered from head ches and awful depression.
A cal doctor was consulted, but I obtained no results from his medicines, and continued to get wore. My condition. eventually became so critical that my bus band and friends thought my days were numbered.

LIGHTS.
What the French Mall Saw.
Dumben"
The French Mail steamer arrived in port from Saigon this morning and greatly to everyone's surprise did not encounter the Baltic Fleet, or indeed, as far as she knows, any Russian vessels, on the voyage. When seen by a CHINA MAIL representative this mrning the Captain of the “Dumbea " said that he left Singapore on the 11th instant an had heard of the movements of the Baltic Fleet so was on the lookout for it
The only war vessels that they sighted was when the steamer was about 14 miles West of the Anamba Islands, when the lights of two large men of war, which he took to be battleships, have in sight. They were too far distant to make them out at all clearly but he folt certain that they were battleships or largo cruisers, but whether they were Japanese or Russian" he had not the least idea. This was after dark and the ships were signalling each other with their electric lights, using the Morse code with red and white lights. The closest that they came to the "Dumbes" was about four
miles astorn,
He left Saigon on April 15th and at about 2 o'clock next morning, a few hours after
passing Cape Padaran he saw two powerful search lights being used from the shore side which he took to belong to some than- of-war, but whether Japanese or Russian he was, of courac, again able to give no opinion. The arch lights were kept working, sweeping the whole of the ses within their vision until the steamer got out of sight, The ships on which they were did not appear to be moving, or if they were must have been travelling slowly.
From that time to Hongkong the voyage was uneventful as far as sighting any further war vessels was concerned.
On the voyage between Singapore and Saigon the Captain said that he sighted no less than ten steamers which he thought
must have been colliers. He had been on that run for cleven years and had neyir sighted as may steamers before on the run between the two ports. The hospital chip Orel" was at Saigon when he left, and he believed had no cases of sickness on

A FAREWELL DINNER.
Engineers Entertain Mr Mumford.
Me Newnan Mumford, who left Hong- kong on the French sil to day en route for Constantin ple, to take up his duties there as Lloyd's surveyor, was entertained at dinner at the Hongkong Hotel last night by a number of friends. The dinner was arranged by a number of engineers and was practically limited to those connected with the profession. The menu card was got up specially for the occasion and bore on the front a representation of Father Neptune cuddling a mermaid beneath the waves, whilst a steamer and a junk oiled gaily overhead oblivious of the warm courtship going on below. The following names of the hosts were published on the back of the menu; and all except one or two were in attendance: Messrs F. D. Goddard (Chairman), Wm. Runisay, Wm. Parlane, J. T. Douglas, J. F. COLLIERS AT BATAVIA
Dutch Enforcé Neutrality.
Captain Williams, of the steamer “Airlie,” which arrived at Brisbane on March 18, from Singapore, reported that when he arrived at Batavia five Dutch wazships were anchored inside the break water, and two large colliers were discharg ing coal. One was named the **Bulgaria," but the name of the other he could not member. The Bulgaria "had 10 500 tons of coal, and the other vessel 4500 tons, in-
tended for the Baltic fleet. It was report ed that the colliers had been waiting for the Baltic fleet, and had been ordered by the Dutch to leave several places, but as the vessels did not seem anxiour to go far from land the Dutch warships made them go into Batavi., where their coal was unloaded and disposed of. Several hours after the coiliors had left the Sunda Suaits, where they anchored, for Batavia, two Japanese cruisers hove in eight.

A shell had evidently burst right in the middle of the boat, and fra; ments were found all over her. A drzeu conjectures might be advanced in regard to the history of the boat and all be wrong. The captain of the Yushun secured the relics mentioned and left the boat itself, which was too large for him to manage, to be towed to Chefoo by another steamer,
