WHAT AMERICANS PAY FOR ELECTRIC LIGHTING.

It is consoling to know thịt, dispite its progressive trend, America has an enhanced price to pay for certain commodities whiöt

here are supplied at a moderate tarif. Me P. 8. Shoardown, writing of Americans in the Anniversary issue of The Electric Mot gazine, says :— One was naturally anxious to see how closely America and the Ameri cans coincided with the ideas we in England had

concerning them, and,

the whole, I think the general impressions were true, but somewhat exaggerated. Americans are bustling and energetic, but it is not apparent to the extent that one orpected, and I think that the reason they get through so much work is due quite as

much to good organisation as it is to long hours of work. We have all heard that in America, Jack is as good as his Master, but it rather impressed itself on one that this Ideal did not work very satisfactorily. Jack seemed very much afraid of damaging the theory by showing too much civility, soumed in fact unable to discriminate between civility and servility, which

This Chairman.

Committee appointed foreign representatives at various centres in the interior to work in harmony with the local Chinese officials to watch the course of events as they affected the native popula tion, and assist the society in making provision for the relief of distress. Hospi talk were placed at the disposal of the Corn- mitteo in five places, a staff of medical men and native assistants volunteered their ser. -vices, and provision was made for Chinese wounded. Hospitals for refugees were established at Neuchwang, Liaoyang, Mouk- den, Hsinmintur, Kuangning, Fakumen and Kaiyuan. The Imperial Railways of North China granted free transport to destitute refugees desirous to return to their homes in Kuanli. At Neuchwang over 6000 have been temporarily housed, fed and sent to their bunics in various parts of Chili and Shantung. From Hsinmintun over 20,000 Have been transported, chiefly coolies from the Russian railways and mines, who had been thrown out of om. ployment by the war. After the battles of Liaoyang and Shaho many hundreds of wounded natives-women and children as well as wen-were received into the hospitals in Liaoyang and Moukden, while over 10,000 homeless refugees-chiefly women. and children have been sheltered and fed

in the score or so of refugos established by Some 20,000 wadded gar. the Society. ments were distributed by the society at the beginning of winter, and some 5000 families, whose homes were not demolished, but who on account of the destruction of the standing crops, the scarcity and famine price of grain, were in want, are being supplied with grain suflicient to carry them through the winter at least,

Roughly speaking about $0,000 natives→ sufferers through the war-have been nided As the by the society up to the present. houses of most of the resident refugees have been demolished, and all their belong. ings destroyed, it is probable that a large proportion of them, especially the women and childten, will be dependant on the Society for many months to come,

In addition to the relief work of the Society, H. E. the Tartar General has been unremitting in his efforts to ameliorate the Ile sufferings of the victims of the war, has also assisted the Society in every pos sible way, and a most pleasing feature of the work has been the cordial way in which the Chinese officials have co-operated with For this ware foreigners throughout. indebted largely to the example shown by the Governor General."

should know that Bile Beans are a certain cute for these ailments, even though such may be of long-standing. The liver is the most important organ in the body. If it is disordered serious complications -result.

Mr Wm. Scott, of Catherine Street, Hereford, says: On Xmas day, 1902, I was taken bad with liver complaint, At times I felt cold, and these feelings altern- ated with flushes of heat, great thirst, and aching in the stomach. My head ached, and I had a general feeling of languor and depression, I had pain after food, wind, palpitation, and what little food I took would often repent. A local medical man was called in, and pronounced my case so grava as to require a contultation with another doctor.

This was held, and I was under treat. My condition ment for some time. became worse from day to day, and week to week, and for sometimo I hovered between life and death. I could not sleep for several weeks, and, as I lay awake hour aitor hour, suffering great pain, my state may easily be imagined. The liver com- plaint had seriously affected my sight, specks seemed to be continually floating before my eyes, the giddiness and the wind increased, and the pain in the loins and back was most agonising. Iost all desire for food, and all sense of taste and smell. Despite doctors' attentions, I did not get any better, and my friends began to fear it was only a matter of days with me. A friend who came to see me urged me to try Bile Beane. I commenced a course, and had been taking the Beans for several days. when I felt my spirits begin to riso a little, and became able to enjoy a little sloep. I persevered with the remedy, and a desire for food revived within me. Strangely enough, the food taken did not cause pain as before. This was most gratifying, “and from that time my progress was rapid.

The liver complaint was gradually sub- dued, and my whole organism seemed to be strengthened and invigorated. In the end Bile, Beans restored me to perfect health, and I became as you now see me, a living testimonial to their wonderful power

Bile Beans are a cure for indigestion, debility, biliousness, constipation, piles, nervousness, anemia female ailments, weak ness, colds, chills, neuralgia, rheumatism, sleeplessness, loss of appetite, liver.com- plaint, headache, flatulence, pimples, and kin eruptions. Among the Grand Dukes the first place is undoubtedly occupied by the Czar's uncle Vladimir, by reason of his energy his cruel and ambitious nature, and more especially by his not being particular in the choice of the means for carrying out the objects he has in view. He has long been known in Russia as favouring the After most cruel and repressive measures. the events of March 1, 1881, Vladimir cynically proposed to the Committee of Ministers to set up gallows all along the route from Moscow to St. Petersburg, that being the best way to put down the Revolutionary movement.' In spite of this strong display feeling, the stein Alexander III. treated the loyal expressions of his brother some. what cynically, while his brother's wife, Maria Pavlovna, was positively, unbearable to him. This, however, was no great privation for the Grand Duchess, for she, as well as her husband, were quite at home in Paris, both in high aristocratic circles and among the demimonde. The Grand Ducal couple spend several months of almost every year in Paris, where they lead a gay and luxurious life.

As is well knowo, before the birth of a heir to Nicholas II., Vladimir seriously hoped that the Russian throne would des- cend if not to him, as least to one of his sone, for in the event of Nicholas II.'s death the only person in the way at that time was tho

to protect a guilty person from ponsibility, guilty person would always find som exalted perion to shield him. The Grand Dake Vladimir, who is well-known for his love of favourites, retorted to the old Count von Pablen that he would not allow auch insulting hints to be made in the prosence of persons belonging to the Im- porial family.

We must add in conclusion, that having experienced, in virtue of the Czar's weak- ness of character, all the pleasures of dis tatorship, the Grand Duke Vladimir is hardly likely to resign his position, and it may be that the Car will have to contend not only with the Revolutionary movement but also with his ambitious uncle.

"At the Coronation, through the mis- management of the Grand Duke Sergius, masses of people were crushed to death on the Khodynka heath, The Moscow people derisively called him after this the Hero of the Field of Khodynka,

moved. Vladimir's sons, Cyril and Boris, notwithstanding their comparative youth, have already become notorious by their dranken habits, debauchery, and their utterly unwarrantable haughtiness. Tho latest scandal in connection with the Grand Duke Boris, of how he went to the front accompanied by several ladies,' and gave himself up to drunken bouts and dobau- chery, is still fresh in the memory of every- one. On Kuropatkin's remonstrating with him, he would have struck the Commander-8, in-Chief, if the officers present had not intervened. On Kuropatkin's petition the young hero' was soon recalled to St. Po- tersburg. The gay life of Vladimir himself, his wife, and his sons, is rather expensive and the ordinary colossal income is inade: quato. It is, therefore, necessary to find other supplementary resources, and Vladi- mir is not over scrupulous in this respect. For many years be was trustee of a very large fund collected by subscription throughout Russia for the purpose of building a church on the spot where, Alexander. II. was struck by the fatal bomb. Three-fourths of this enormous fund 'evaporated,' and Vladimir up to the present has not deigned to give an account of how this public money was spent.

As people are aware, Nicholas 11. is extremely religious, and his religion has a superstitious cast. This particular charac teristic explains the influence upon him of the equally evperstitious Grand Duke Sergius, who had until recently been Gov. ernor-General of Moscow, and had become famous ag the Hero of Khodynka,'* and notorious for his Judophobia and unspeak.

We will now revert to the Grand Duke Alexander Michaelovitch (who is married to the Cear's sister, Xenia), and Alexis. The influence of Alexander Michaelovitch has born specially pernicious, as his favour- favour of the weak-willed-Nicholus, and were thus enabled to stir up the present The ad- ciesstrous war with Japan. venturer Bezobrazoff tempted the Grand Decal lique by putting before them the prospect of enormous profits to be derived from the forest concessions on the river Yalu. In vain did M. de Witte and Count Lamedo f attempt to counteract his plans. With the aid of the Grand Duke Alexander Michnelovitch, WEEKLY, insltdug postsge, £2 pa.. The rest is common knowledge. Russia is now paying with the blood of its people for the greed of the Grand Ducal clique.

The disgraceful weakness and unpre paredness of the Russian fleet in the pre- sent war may be explained to a great ex- tent by the part played by the Grand Duke Alexie, who, in his capacity of expert in naval matters, interfered in all the arrangements of the Minister of Marine, and did not even disdain to use for his own purpose money intended for the strengthen ing of the fleet.
