At the meeting of the Central Asian Society on February Sir Robert K. Fifty- three of the Emperor's eunuchs who were supposed to favour reform were besten to death in the courtyard of the palace; other aiders and abettors of his Majesty were beheaded, and prices were put on the heads of those who had escaped. Follow fuking these atrocities, the dowager issued a number of edicts reversing all that the Emperor had done, or had intended to do, and punishing all who had had a hand in the recent progressive mOASELOS, revengeful spite which reminded one, of the Furies of Greek Tragedy.

In the opinion of Sir Robert, Tzu-hav might be likened to Catharing of Russis. She was a cruel woman, and, in spite of all her experiences, there was evidence that the old reactionary spirit was still strong- in her. She was a strong willed woman, with strong passions, and bad, like Catharine, been equal to emergencies in times of political crises, and capable of exercising ple, though not always in the true interests of her countrymun. Fate has decreed that she should have already enjoyed ten more years of power than those which fell to the lot of Catharina of Russis. TOXIO, February 28, Tokio is fooling the strain of the war, Although all the vernacular papers main taia a tone of choozy optimism there is no evading the fact that the withdrawal of so many men from the industrial paths of life, the increase in the cost of living and in taxation, and the closing or temporary suspension of many of the factories has occasioned grost distress which is none the lass real because it is hidden from the sye of the unobservant. An infallible indication of poverty is the state of the crime barometer. In good times, when work is plentiful, crime decreases, in bad times the converge holds good. Just now the number of thefts reported daily is some thing colossal, and in many cases they are sccompanied by asssults and murders. Japan is a poor country, and a large pro- portion of the population is perpetually on the verge of starvation. With the with-
