PROFESSORS.

BERLIN, Jan. 28-Emperor William has directed the Ambassador to the United States, Baron Speck von Sternberg, to lay before President Roosevelt in official form the suggestion for an oxchange of professors between Germany and America that the Emperor mentioned to Ambassador Tower on New Year's Day. The Ambassador, who sailed on the Kaiser Wilhelm der Grosse" on January 26th, only carries an outline of the project which the President will be asked to approve and cooperate in, making a workable plan, The Emperor has invited several German professors to pre- sent him with their ideas on the subject.

Professor Adolph Harnack, one of those envited, writes in the Preussiche Jahrburcher that the great achouts of the Middle Agos were not tied fast to any one country, Thoy lectured at Naples, at Bologne, at, Paris, at Cologne, and at Oxford, and their students followed them. Professor Harnack explains the advantages to students of spending part of their study period abroad: An exchange of students, he adds, neces- sarily suggests an exchange of professors. Only few students can now have the advan- tage of studying abroad, but large numbers will get that advantage when the professor himself goes

abroad to lecture. Ho refers to Lord Kelvin, Sir William Ramsay, and Nanson, the explorer, as having lectured in Berlin. Professor Max Mueller came to Strasburg to give lectures while retaining his Oxford professorship, and he adds that Professor Gregory of Leipzig is American by birth and a professor at a 'German university, and has given a course of lectures in America. The simplest, means to inaugurate professorial interchange, ac cording to Professor Harnack, is to invite distinguished professors from abroad to "give courses of four to eight lectures. But

this is not enough. The best thing, if it can be done, is to call for an entire six months' tour, or even longer.

*In exchanging professore, continues Professor Harnack, we think in the first instance of America. Harvard and Berlin are already nogotiating a plan and will have to begin with caution and within modest limits, If the idea is sound it will then grow of itself. Difficult cases will have to be overcome, like the six months' tours beginning and ending at different dates, and no university will be willing to let & favourite professor off for even so ehort a time. But the difficulties are not insurmountable.

Distanco hardly counts any longer. The conviction that inter national duties have arisen for men of science will carry the plan to success, and this will aid in disseminating, leavening,

and strengthening the bond of fraternity.'

This Packet brings replies to lotters despatched from Hongkong or 10th January, This steamer brings the parcel mails closed in London for despatch by the all sea route on the 2nd of February and for despatch overland on the 8th of February. The C. P. R. Co.'s 8.8. Empress of Chine left Vancouver for this port, via the usual Ports of Call, on Tuesday, the 21st February, p.m.

Steamers Expected.

The C. P. R. Co.'s .s. Athenian arrived at Shanghai at 11 a.m., on Monday, the 6th March, and left again at midnight on same day for Hongkong, where she is due to arrive at 5 p.m. on Thursday.
