The troubles of the Free Kirk and the Wos Kirk aro straws in the wind compared with the differonoes which divide the flock of the Dalkeith Evangelical Union Congre- gational Church.
Morning service on Sunday, November 13, was notable for the fact that the pulpit contained two rival preachers and three fighting men (ays the London Daily Ex press) all trying to perform their specific dation at the same timo, while the conflict- ing halves of the congregation sang hymns
| against each other.
The minister of Dalkeith is the Rev. Rohort Dermid Brown. He does not meet
with unquestioned approval by the mem- hers. Amongst other sine alleged against him is the ownership of an ice-cream saloon. The reform party have invited him to withdraw, and have invited somebody else to take his place. Mr Brown has replied with a fearsome Scottish instrument known as a caveat, and they tried to fight it all out in church,
There are two doors to Deith Church. The minister holds the key of ons; the malcontents have the other. During this period he has brought the Imperial Maritime Customs Service to the high. state of efficiency in which we now see it. He has also inaugurated the Imperial Chinese Posts, and lent his influence to the establishment of railways, mining and other

How Mandarins Scheme.

Canton, February 21.
It seems that however clever, however high the rank a military official may hold, there is an intention to promote him, in the future, by virtue of his merit only. This is not quite satisfactory to the inhabitants of
Chinese officialdom.
It is reported therefore, that recently, some clever, but unscrupulous mandarins have managed to circumvent this new rule whilst appearing to conform thereto. In this way the much-desired promotion is secured.
It is well known that, in China, not in- frequently, a man will offer himself for punishment, and even for capital punish- ment, for a consideration, in order to se- cure the money for his family, or the release of a friend.
Some ambitious, but unscrupulous of ficiala lately, have been known to purchase the persons of their fellow countrymen, who have than come forward and confessed themselves the leaders of some secret society, or tho leader of some intrigue against the government.
An official, who is impatient at is slow promotion, will give a hundred dollars to
man from an unknown and sparsely populated district, who will then confess, under torture, not severely applied, the treason of which he is charged, after which | ho is beheaded.
Thus a military mandarin, who is ven- turesome enough to pay away a few hundred dollars, will make a name for himself, and command the attention and the respect of his superiors.
His speedy promotion to a higliät and more lucrative position will speedily follow. It would seem to us incredible, were we
not dealing with Chinese, that such an outrage should occur to any man's mind, and that any one should be daring and
foolhandy enough to attempt to carry it into practice. But the fact is recorded, and the names are mentioned, and there seems to be no valid reason for declining to accept the recorded data.

HONGKONG RACES.
The Second Day.
A dull drizzling mist was faling when the time for the first race arrived to-day. It was quite a contrast to the previous day, for the back of the course was entirely shrouded in the fog which spread like a pall over the surrounding hill sides and the valley beneath. Naturally the course was heavy.

As the day advanced the mist cleared away to an appreciable extent, but never once did the sun shine out. The fact that the Derby was to be run brought down a fair number of visitors, and despite the vexa tious climatic conditions there was a fairly largo number present when the battle for the blue ribbon began.

The band of the Royal West Konts was again present and played some very acceptable selections. His Excellency Sir Matthew Nathan arrived just before the Derby was run, and remained on the course for the better part of the day.
The racing commonced with the Jockey Cup, for which Alarm and Starling were installed first and second favourites res. pectively. Alarm safely brought his sup. porters home, but Starling failed miseral ly, High Frequency and Lanark filling the socond and third places. High Frequency's dividend for second place was a very good
one.
The favourite for the Exchange Plate, Heather King, also won, but Coronet Rose, second favourite, failed to get any closer than third, while Salem, who was fairly well backed filled second place.
The Derby was a fine race, and Cotswold was favourite, although there was little in the betting between Peels' Elect and Potts' pony. Halifax, after his wins of yesterday, was also fan- cied, and the public were right in their choice. The three horses filled this three positions, after a splendid race. Cotswold and Norman King had a fineset-to coming up the straight, and there is no doubt but that the best pony won. Halifax, though third was a long way behind the first two ponies. The dividends paid, as is only natural, were very small.
Forthe German Cup, Mr Mumford's Mick was proclaimed favourite, with The Gem Rose second and Prairie King third. How- ever Prairie King upset their calculations by beating Mick, while Gem Rose failed to get a place in fact she did not show at áll prominent throughout the mee.

Admiral Dubas- soff has been reported by the usually trustworthy Echo de l'aris to have ad- vised a temporary peace, that Russia, 2182 with nstounding graciousness should allow Japan the possession of what she has already acquired and should turn her attention to the manu- facture of a navy to recommence the war in two or three years time, with all the trumps in her hand.' This re- port will assuredly be promptly contra- dicted. It is one of those kites that diplomatists are fond of flying to ascer tain the direction of the wind. Japan
did not make war to suit Russia's con- venience, and assuredly will not accour- modate her with a peace to give an op. portunity to reconstitute the Russian Navy. A substantial indemnity, say, £200,000,000, will check Russian naval building schemes and give a desirable fillip to Japanese dockyard work. This, and the annexation of Saghalien and Vladivostock and the railway South 2211 and East of Harbin, are a claim not merely moderate but well within the powers of the victors to enforce.
